meeting to order at 10:02 a.m. County Commissioners present were
Nancy Pope Schlangen, Robert L. Nipper, and Linda L. Swearingen.
Also in attendance were Dave Leslie, Planner; Mike Maier, County
Administrator; Mark Amberg, Assistant County Counsel; George Kolb,
County Engineer; Tom Blust, Road Department Director; George Read,
Comihunity Development Director; Heidi Kennedy, Planner; Brian
Harrington, Planner; Paul Blikstad, Planner; Kevin Harrison,

Before the Governing Body was approval of the weekly accounts

Dave Leslie reviewed the changes in the proposed ordinance
with the Board.
Chair Schlangen opened the public hearing. There being no
testimony, the public hearing was closed.

5. PUBLIC HEARING ON THE BOARD CALLING UP FOR REVIEW THE HEARINGS
OFFICER'S DECISION ON CU -98-60. CU -98-61, MP -98-22 ON
CONDITIONAL USE PERMITS AND PARTITION APPLICATIONS SUBMITTED
BY STEVE SCOTT AND AMBER CRAIG FOR NON-FARM DWELLINGS
Before the Board was a public hearing on the Board calling up
for review of the Hearings Officer's decision on CU -98-60, CU -
98 -61, MP -98-22, on conditional use permits and partition
applications submitted by Steve Scott for non-farm dwellings.
Kevin Harrison reported there was a meeting date set for
November 17, 1998 with LCDC. He requested the Board continue
the hearing to Wednesday, December 9, 1998, at 10 a.m.

Before the Board was signature of Acceptance of Warranty Deed
from Kathy Moen for the Deschutes Market Road Intersection
project.
Mark Amberg reported this was for the proposed purchase of
property owned by Conrad and Kathy Moen in connection with
Phase II of the Deschutes Market Road acquisition. The
proposed purchase price was $95,000 which would be split
between Deschutes County and Oregon Department of
Transportation pursuant to an agreement. This was subject to

review of all documentation by legal counsel and signature of
the warranty deed by the County Commissioners.

7. REQUEST TO DECLARE VEHICLE AS SURPLUS PROPERTY
Before the Board was a request to declare a vehicle as surplus

Frank Moore reported this was a 1987 Ford van. He requested
transfer of title to Rise Inc. which provides transportation
for the clients in foster care at Breitenbush.

8. APPROVAL AND SIGNATURE OF 13 HUMAN SERVICES CONTRACTS

contracts.

INTERGOVERNMENTAL COUNCIL TO RECEIVE RURAL INVESTMENT FUNDS
Before the Board was signature of County Contracting
Resolution with Central Oregon Intergovernmental Council to
receive Rural Investment Funds.
Susan Mayea reported this allowed the county to enter into
contracts.

Jan La Chappelle stated their have been thousands of children
served at the Rosie Bareis Campus. The foundation has paid
off the mortgage through the County well in advance.

Bargain and Sale Deed for certain tax foreclosed property.
Jim Bonnarens reported there was % acre parcel in Redmond
received through a tax foreclosure. Susan Redfield was
requesting to repurchase this piece of property for
$10,976.68.

ECISION ON HIGH DESERT VILLAGE SHOPPING CENTER AND

Before the Board was a decision of whether to hear appeal of
the Hearings Officer's decision on High Desert Village
Shopping Center and signature of Order No. 98-171.
Paul Blikstad reported this was the matter he had discussed
with the Board on Friday. The Board had decided to hear this
issue de novo. The public hearing would be held on December
2, 1998.
