Ratifying the Creation of the
Central Oregon Law Enforcement Services
ORDINANCE NO. 99-011
WHEREAS, ORS 190.085 requires local governments to enact ordinances ratifying the
creation of intergovernmental entities through intergovernmental agreements prior to the effective date
of the agreement; and
WHEREAS, the Counties of Deschutes, Crook, and Jefferson, the cities of Bend, Prineville,
Madras, and Redmond and Black Butte Ranch Service District wish to establish an intergovernmental
entity to effectively and efficiently provide coordinated responses to community law enforcement issues
within Central Oregon; and
WHEREAS, the parties have agreed that, as an intergovernmental entity, they will be able to
provide the best possible law enforcement services under a number of programs to the population of
Central Oregon; and
WHEREAS, the intergovernmental entity shall have the power to enter into contracts, provide
agreed upon law enforcement services through the creation of programs established under Central
Oregon Law Enforcement Services and provide all administrative and support services necessary for
the provision of these services;
WHEREAS, it is the intent of the Board of County Commissioners of Deschutes County,
Acting as
Governing Body for Black Butte Ranch County Service District Oregon, to create an intergovernmental
entity by intergovernmental agreement; and
WHEREAS, the intergovernmental agreement shall be effective no later than May 1, 1999;
now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, ACTING AS
GOVERNING BODY FOR BLACK BUTTE RANCH COUNTY SERVICE DISTRICT OREGON,
ORDAINS as follows:
Section 1. SUMMARY. Pursuant to ORS 190.085, enacted in 1991, each of the parties to
an intergovernmental agreement creating an intergovernmental entity is required to enact an ordinance
ratifying the creation of the intergovernmental entity. Black Butte Service District wishes to participate
in an intergovernmental entity to be known as Central Oregon Law Enforcement Services (COLES)
which shall provide coordinated responses to common law enforcement issues in Central Oregon.

Section 2. REPEAL. The Deschutes County Board of County Commissioners, Acting as
Governing Body for Black Butte Ranch County Service District Oregon, has the authority to repeal this
Ordinance with 90 days written notice to Crook and Jefferson Counties, the cities of Bend, Madras,
Prineville and Redmond and Deschutes County.

BLACK BUTTE RANCH COUNTY SERVICE DISTRICT
On Wednesday, on March 31, 1999, at 10:00 a.m. and on Wednesday on April 7,
1999, at 10:00 a.m., the Deschutes County Board of County Commissioners, acting as the
governing body of the Black Butte Ranch County Service District shall meet in the
Commissioners' Hearing Room, Administration Building, 1130 N.W. Harriman Street,
Bend, Oregon to consider the adoption of Ordinance 99-011 to ratify the formation of the
intergovernmental entity known as Central Oregon Law Enforcement Services.
The meeting location is wheelchair accessible. Materials are available in alternate formats.
For the deaf or hard of hearing, an interpreter or assistive listening system will also be
provided with 48 hours notice. To arrange for these services or for more information,

A copy of the ordinance is available for inspection and copying at the Board's office at the
