RESOLUTION NO. 99-040
WHEREAS, Deschutes County recognizes the benefits of effective,
efficient and coordinated Emergency Management services; and
WHEREAS, disasters have occurred in Deschutes County and every county
in Oregon, and will likely occur in the future; and
WHEREAS, the state and local agencies continue to struggle to
mitigate against, prepare for, and respond to and recover from these
disasters; and
WHEREAS, Deschutes County recognizes the need for a Disaster Trust
Fund to assist state and local agencies in mitigating, preparing for,
responding to and recovering from disasters whether natural or manmade;
and
NOW, THEREFORE, BE IT RESOLVED by the County of Deschutes, that:
1. Deschutes County supports the proposed Oregon Comprehensive
Emergency Act to improve the funding for local and state emergency
management programs, establish a mitigation grant program, establish
a state disaster reserve fund.
2. Deschutes County urges the Governor and the Legislature to enact
this legislation.
