Chair Tom DeWolf called the Board of County Commissioners to order at 10:03 a.m.
County Commissioners present were Tom DeWolf, Dennis Luke, and Linda
Swearingen (by telephone). Also present was Mike Maier, County Administrator;
Bruce White, Assistant County Counsel; Paul Blikstad, Planner; Tom Blust, Road
Department Director; George Kolb, Engineering Services Manager; Judy Sumner,
Risk Management Secretary; Kevin Harrison, Planner; George Read, Community
Development Director; Tom Anderson, Management Analyst; Roland Gangstee,
Adult Community Justice Manager; Dan Peddycord, Health Department Director;
Timm Schimke, Solid Waste Director; and Ed Pecoraro, Planner.
1. DECISION ON A-99-1. AN APPEAL OF THE HEARINGS OFFICER'S
DENIAL OF A CONDITIONAL USE PERMIT CU -98-123 FOR A
RELATIVE FARM HELP DWELLING FOR PATRICK GISLER
Before the Board was a decision on A-99-11 an appeal of the Hearings
Officer's denial of a conditional use permit CU -98-123 for a relative farm help
dwelling for Patrick Gisler.
Paul Blikstad reviewed the changes made to the draft decision written by Dan
Van Vactor on behalf of the applicant.
Bruce White recommended the Board approve the decision subject to review.

review.

2. APPROVAL OF SPECIAL TRANSPORTATION FUND GRANT
APPLICATION WITH RECOMMENDED LEVELS BY THE STF
COMMITTEE
Before the Board was approval of the Special Transportation Fund Grant
application with recommended levels by the STF Committee.
Susan Mayea reported there was a meeting of the STF Committee. The funds
are distributed on population. Susan reported the award amount for the
1998/99 year was approximately $132,000. She stated that because of the
population increase the amount would increase to $139,000.
LUKE: I would move that we approve the Special Transportation
Fund distribution for 1999/2000.
DEWOLF: Second.

3. COMMUNITY TRANSPORTATION PROGRAM
Before the Board was approval of the Community Transportation Program.
Susan Mayea reported that each year the State has Capital Projects Fund. The
Special Transportation Committee prioritized these projects.

I would move approval of the Community Transportation
Program for 2000/2003.
