Chair Tom DeWolf called the Board of County Commissioners' meeting to order at
10:04 a.m. County Commissioners present were Tom DeWolf and Dennis Luke.
Also present was Rick Isham, County Counsel, and Mike Maier, County
Administrator.
1. DECISIONON THE BEND METRO PARK AND RECREATIONDISTRICT
EXCHANGE
Before the Board was a decision on the Bend Metro Park & Recreation District
exchange.
Tom DeWolf stated he had checked on why the log deck was appraised as RS
property when it was actually IL. He stated he had called Dana Bratton. Dan
Bratton told Commissioner DeWolf that he was instructed by River Bend
Limited Partnership and Bend Metro to appraise it that way. It was the
understanding that the Bend Metro folks actually thought it would reduce the
value of the log deck. Tom DeWolf stated the property was listed as RS in the
new Bend Comprehensive Plan which will take place in July. He reported that
Dana Bratton saw no difference in the value of the property whether it was
undeveloped IL or RS. Tom DeWolf stated that Century West reported that
the integrity of the log deck was sound.
LUKE: I would move reconsideration of our previous vote.
DEWOLF: I agree, let's reconsider it.

LUKE: I would move signature of Order No. 99-102, subject to
review by Legal Counsel.
DEWOLF: I will second that.

2. SIGNATURE OF EXCHANGE AGREEMENT BETWEEN BEND METRO
PARK & RECREATION AND DESCHUTES COUNTY
Before the Board was signature of the Exchange Agreement between Bend
Metro Park & Recreation District and Deschutes County.
LUKE: I would move signature of the agreement between
Deschutes County and Bend Metro Park & Recreation
District on the exchange, subject to review.
DEWOLF: I will second it, subject to review.
VOTE: SWEARINGEN: EXCUSED
DEWOLF: YES
LUKE: YES
