Chair Linda L. Swearingen called the Board of County Commissioners meeting to
order at 10:00 a.m. County Commissioners present were Linda L. Swearingen, Tom
DeWolf, and Dennis R. Luke. Also present was Mike Maier, County Administrator;
Dan Peddycord, Health Department Director; Frank Moore, Human Services
Director; Jim Bonnarens, Property Management; Rick Isham, County Counsel; and

Before the Board was signature of amendments to the Royal Blend Loan
documents, allowing Royal Blend LLC to assume the loan.
Rick Isham reported this agreement provides for Royal Blend LLC to assume
the outstanding balance of the loan of $217,975.02. There would be an
additional amount of credit for $15,000. This loan would be paid back
according to the amortization schedule listed on the assumption agreement
with a final pay off on June 1, 2014.

INSURANCE SERVICES
Before the Board was approval of the agent of record for Deschutes County
insurance services.
DEWOLF: I would move that we designate JBL&K as our health
insurance agent of record.
LUKE: I'll second that.
Gordon Dukes, Road Department, representing the 701 Operating Engineers
testified. He recommended the Board vote in favor of the Committee's
recommendation to accept PBR as the County's agent of record for benefits.
He felt that if the Board did not see fit to do so, he wanted the record to show
that they voted in opposition to the committee's request.
Commissioner Luke stated there was never a vote taken of the committee. He
stated there were discussions and he did not believe it was unanimous.
