Chair Linda Swearingen called the Board of County Commissioners meeting to order
at 10:06 a.m. County Commissioners present were Linda L. Swearingen and Tom
DeWolf. Also in attendance were Mike Maier, County Administrator; Tom
Anderson, Management Analyst; George Read, Community Development Director;
Bruce White, Deputy County Counsel; Kelley Jacobsen, Juvenile Administrative
Assistant; Bob Lacombe, Juvenile Program Manager; Roger Evertett, Environmental
Health Director; Didi Malarkey, Regional Problem Solver; and Jim Bonnarens,
Property Management.

2. SIGNATURE OF PROCLAMATION DECLARING THE WEEK OF
AUGUST 1-7,1999, AS DESCHUTES COUNTY OREGON'S NATIONAL
BREAST FEEDING WEEK
Before the Board was signature of a Proclamation declaring the week of
August 1-7, 1999 as Deschutes County Oregon's National Breast Feeding
Week.
SWEARINGEN: I will move that we proclaim National Breast Feeding
Week August 1-7, 1999.

3. PUBLIC HEARING TO CONSIDER COMMUNITY DEVELOPMENT
DEPARTMENT FISCAL YEAR 1999-2000 WORK PLAN FOR THE
PLANNING DIVISION, BUILDING DIVISION AND THE
ENVIRONMENTAL HEALTH DIVISION
Before the Board was a public hearing to consider the Community
Development Department Fiscal Year 1999-2000 Work Plan for the Planning
Division, Building Division, and the Environmental Health Division.
George Read reported this was done annually. He reviewed the
accomplishments and goals of the Community Development Department. He
reported a Food Handler training video will be introduced. He reported there
were only 5 appeals heard by the Board of County Commissioners in the last
year. He stated the periodic review had gotten sidelined a little because of
Regional Problem solving. He reported they had been very successful in
obtaining grant money. He felt that for the first time the cities were paying
their fair share. He reported the GIS Program had really taken off. They sold
over $40,000 worth of projects. The Lava Ridge Plan had been adopted and
Bend Urban Agreement had been adopted. There had been an address
committee formed to improve the addresses for police and fire protection.
George stated the Clean Air Program had not been done but it was back on the
"A" list again. George Read reported that the Community Development
Department was shorthanded. He stated they needed to add North Industrial
Area. He stated the lighting ordinance should be changed out over this next
year. Community Development Department had 26,000 customers and the
waiting time in their department was cut from 14 minutes to 5 minutes. The
phone system has been improved but he felt there needed to be a new county-
wide phone system. They were continually trying to improve. Planning
commission wanted a lap top information.
Commissioner Swearingen asked about more hearings officers.
Chair Swearingen opened the public hearing. There being no testimony, the
public hearing was closed.

4. PUBLIC HEARING ON SOUTH DESCHUTES COUNTY'S REGIONAL
PROBLEM SOLVING FINAL REPORT
Before the Board was a public hearing on South Deschutes County's Regional
Problem Solving final report.
George Read reported this was to complete and receive the grant. There were
still some questions regarding the water quality. He stated they could not wait
5 years. He stated the big catch was whether transfer development credits
would really work. George felt the infrastructure would be going in within the
next 2 years.
Chair Swearingen opened the public hearing.
Didi Malarkey, Regional Problem Solver, stated the grant for Deschutes
County was 1 of 4 in the State of Oregon. She felt we would not have received
the grant if we had not done our homework.
There being no further testimony, the public hearing was closed.
SWEARINGEN: I would move we approve Regional Problem Solving for
South Deschutes County final report for Oregon Land
Conservation and Development.

5. AUTHORIZATION OF A SINGLE SIGNATURE FOR APPROVING
BOARD DOCUMENTS DURING THE WEEK OF JULY 19 1999
Before the Board was authorization of a single signature for approving board
documents during the week of July 19, 1999.

6. CONSENT AGENDA:
Consent agenda items before the Board of County Commissioners were: 1)
signature of Personal Services Contract between Deschutes County and Habitat
for Humanity for the provision of a Restorative Service/Accountability
Program for at -risk youth; 2) signature of awarding of contract to E. C.
Company of Albany for the installation of a traffic signal light at the
intersection of South Century Drive and Venture Lane near Sunriver; 3)
signature of Contract between Deschutes County and Residential Assistance
Program to provide services for eligible clients; 4) signature of Contract
between Deschutes County and Opportunity Foundation of Central Oregon to
provide services for eligible clients; 5) signature of Contract between
Deschutes County and Central Oregon Resources for Independent Living
(CORIL) to provide services for eligible clients; 6) signature of Order No. 99-
1.22, to officially assign the direction of East to this section of Ridgeview
Drive, making the official name Ridgeview Drive E; 7) signature of Order No.
99-123, to officially assign the direction of West to this section of Ridgeview
Drive, making the official name Ridgeview Drive W; 8) signature of Order
No. 99-098, rescinding Order No. 98-074, authorizing the transfer of real
property to the Bend Metro Park & Recreation District to be used for public
purposes; 9) signature of Bargain and Sale Deed authorized by Order No. 99-
098, transferring real property to Bend Metro Park & Recreation District; 10)
signature of Order No. 99-107, authorizing the refund of taxes; 11) signature
of Liquor License for La Pine Bowling Center and Deschutes Fly & Tackle;
and 12) approval of weekly accounts payable vouchers subject to review in the
amount of $495,923.97.
