Swearingen, Tom DeWolf, and Dennis R. Luke. Also present was Mike Maier, County Administrator; David Cary, Sheriff's Department; Bruce White, Deputy County Counsel; Ron Meckler, 9-1-1 Director; Kevin Harrison, Planner; Dan Peddycord, Health Department Director; and Barbara Rich, Planner. 1. CITIZENS INPUT - NONE 2. SIGNATURE OF FOLLOW-UP LETTER REQUESTING INCIDENT COMMAND SYSTEM TRAINING FOR COUNTY PERSONNEL Before the Board was signature of a follow-up letter requesting Incident Command System Training for County personnel. David Cary reported there was training available. He recommended the County take the training. The training cost for three sessions would be $900 to $1,000. PUBLIC HEARING ON ORDER NO. 99-125 ANNEXATION OF TERRITORY (KACHINA ROAD) INTO RURAL FIRE PROTECTION DISTRICT NO. 1 Before the Board was a public hearing on Order No. 99-125, annexation of territory (Kachina Road) into Rural Fire Protection District No. 1. Bruce White stated there had been no opposition to this annexation. Chair Linda Swearingen opened the public hearing. Carrie Turner testified in support of this annexation. She testified that there was 100% support of this annexation. Bruce White stated there will need to be a second hearing on this issue. He stated that although there was no one in opposition, there were some absent property owners that had not signed the petition. He stated this did not mean that they were opposed. SIGNATURE OF INTERGOVERNMENTAL AGREEMENT BETWEEN DESCHUTES CROOK GRANT HARNEY WHEELER AND LAKE COUNTIES ST. CHARLES MEDICAL CENTER AND THE AMERICAN CANCER SOCIETY TO PROVIDE COMMUNITY OUTREACH EDUCATION, SCREENING AND TREATMENT UNDER THE BREAST AND CERVICAL CANCER PROGRAM GRANT Before the Board was signature of an Intergovernmental Agreement between Deschutes, Crook, Grant, Harney, Wheeler and Lake Counties, St. Charles Medical Center and the American Cancer Society to provide community outreach, education, screening and treatment under the Breast and Cervical Cancer Program Grant. Dan Peddycord reported this was the 4th year of the contract. Federal money that comes through the State of Oregon and was passed down to each county. SIGNATURE OF MEMORANDUM OF UNDERSTANDING BETWEEN DESCHUTES COUNTY AND ST. CHARLES MEDICAL CENTER FOR BREAST AND CERVICAL CANCER PROVIDER REIMBURSEMENT Before the Board was signature of a Memorandum of Understanding between Deschutes County and St. Charles Medical Center for breast and cervical cancer provider reimbursement. SIGNATURE OF AMENDMENT #5 TO INTERGOVERNMENTAL AGREEMENT BETWEEN OREGON HEALTH UNIVERSITY AND DESCHUTES COUNTY FOR A NURSE TO PROVIDE CARE FOR CHILDREN MANAGED AS PART OF THE COCOON PROGRAM Before the Board was signature of Amendment #5 to the Intergovernmental Agreement between Oregon Health University and Deschutes County for a nurse to provide care for children managed as part of the COCOON Program. Dan reported this was year 5 of this contract.. This is a two month extension. He reported there were about 60 individuals that are served in Deschutes County. LUKE: Move approval. DEWOLF: Second. DECISION OF WHETHER TO HEAR APPEAL OF PLAN AMENDMENT PA -98-10 AND SITE PLAN AMENDMENT SP -98-65 OF THE HEARINGS OFFICER'S DECISION FOR THE ROSE PIT SURFACE MINE SITE AND SIGNATURE OF ORDER NO. 99-126 Before the Board was a decision of whether to hear an appeal of the Hearings Officer's decision on PA -98-10 Plan Amendment and SP -98-65 Site Plan for the Rose Pit Surface Mine Site and Signature of Order No. 99-126. APPROVAL OF WEEKLYACCOUNTS PAYABLE VOUCHERS FOR 9-1-1 COUNTY SERVICE DISTRICT Before the Governing Body was approval of the weekly accounts payable vouchers for 9-1-1 County Service District in the amount of $6,761.61. CONSENT AGENDA: Consent agenda items before the Board of County Commissioners were: 1) signature of Addendum to Lease between Deschutes County and La Pine Square for parole & probation office in La Pine; 2) signature of Personal Services Contract between Deschutes County and Maple Star Oregon to provide family care service as a community living option for pre -adjudicated and post -adjudicated youth; 3) signature of Intergovernmental Memorandum of Agreement for the Oregon's High -Risk Juvenile Crime Prevention Partnership/State Incentive Cooperation Agreement; 4) approval of request for Taylor Grazing Project Funds; 5) signature of Special Transportation Services Contracts for 1999-2000; 6) signature of Order No. 99-120, authorizing the private sale of surplus property to Jerold W. and Beverlee G.
