C 141999 r eylqqql 0d 9 Regional At -Risk Resolution RESOLUTION NO. 99-077 WOCT 14 AM`10:42 WHEREAS, the counties of Crook, Deschutes, and Jefferson recognize a need to plan for and help support a system of highly effective, gender-sA i Wivf&N [ME haw risk, dependent, delinquent girls; and COUNTY CLERK WHEREAS, this regional system should be designed and implemented in a manner that understands female development and the individual needs, unique community supports, and issues related to gender and gender identity; and WHEREAS, we place great value on treatment and accountability options for girls that are community-based because they provide an ability to actively involve families and the community wherever appropriate; and WHEREAS, state courts in the 11th and 22nd Judicial Districts as well as our communities have identified improved services for dependent and delinquent girls as an urgent issue in Central Oregon; and WHEREAS, the three counties, working in partnership, and with our communities can be more effective in developing ideas for a comprehensive, gender specific continuum of services including secure shelter and treatment foster care options; and WHEREAS, the Oregon legislature, The Juvenile Crime Prevention Advisory Committee and the Governor's office seek to establish a coordinated, comprehensive regional system to serve delinquent, dependent, and at -risk juvenile females. NOW THEREFORE, we submit a joint, Central Oregon application to the Juvenile Crime Prevention Advisory Committee and BE IT RESOLVED, that the counties of Crook, Deschutes, and Jefferson adopt the Central Oregon Female -Specific Policy. 11 th Judicial District r— Stephen . Swearuzge hairperson 9,.?•?- Qq Jeffmmissioners, ttes Be amy, Ch n � Recording Secretarjf Regional Female Specific Policy for Central Oregon Policy to help at risk girls in Crook, Deschutes and Jefferson Counties It is the policy of Crook, Deschutes and Jefferson counties to attempt to provide a system of social services that recognizes and acknowledges gender differences. Young men and women share many similarities, however there are important differences that affect a girl's healthy growth and development. Research demonstrates that girls, in the development of their personal identity, are relationship oriented. They focus considerable attention on relationships within the family, with peers and in the community. Feelings and emotions are central to how they relate in the world. Research further indicates that programs for girls that recognize and acknowledge the importance of keeping healthy relationships in tact are more successful. Based on this research, it is the intent of our regional partnership that services for girls: o Value the female perspective; o Celebrate and honor the fact that the female experience is different from the male experience; o Are sensitive to gender factors that affect healthy growth and development in girls; and o Empower girls to reach their full potential. Services for girls within the regional partnership may include: ❑ Promote programming that supports the educational, social and emotional development of girls; ❑ Encourage the development of a positive self image by recognizing femininity as a strength; E3 Recognize that feelings and emotions are central to how healthy females relate and behave; o Focus on the importance of building and maintaining healthy relationships; and ❑ Provide healthy and successful female role models. This policy was established in September 1999 and is based on the policies and work of the Jefferson County Commission on Children and Families, the Crook County Commission on Children and Families and the Coalition of Advocates for Equal Access for Girls
