WHEREAS, a petition requesting formation of Sun Mountain Ranches Special Road District has
been duly filed with the County, a copy of which petition is attached hereto as Exhibit A and by this
reference incorporated herein; and
WHEREAS, the Deschutes County Clerk's Office has verified that the formation petition was
signed by a sufficient number of electors to allow acceptance of the petition, and the petition is
otherwise in the form required by law; and
WHEREAS, a public hearing is required to consider the petition, and notice of that hearing must
be provided in accordance with ORS 198.800; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That the formation petition for Sun Mountain Ranches Special Road District, a copy
of which is attached hereto as Exhibit A, is hereby accepted for filing.
Section 2. That a hearing on the formation petition be held on December 8, 1999, which
petition may be referred to as the "Sun Mountain Ranches Special Road District Petition." A notice in a
form consistent with that set forth in Exhibit B, attached hereto and by this reference incorporated

The Commissioners will be elected if the Board of County Commissioners exercises its
option under SB 1142 (1999 Laws, Chapter 754) to require election of road district
commissioners; otherwise, road district commissioners will be appointed by the Board of
County Commissioners.
5. A proposed tax base sufficient to support the services and functions described in the
economic feasibility statement is the amount of $20,00 0. The rate of taxation necessary to
raise an amount equal to said proposed tax base is $3.65 per thousand dollars of assessed
value.

Economic Feasibility Statement
Sun Mountain Special Road District
1. Sun Mountain Special Road District is being formed to help alleviate the following conditions
by having predictable income for use in upgrading and maintaining the roads:
1. The surfaces of the main road, Central Street, and East-West feeder streets, principally
Second, Third and Fourth Avenues, have become a series of "washboard" areas
interspersed with potholes that challenge vehicle drivers in a manner similar to an
obstacle course.
2. School buses, mail carriers and many other service vehicles hesitate to use the streets
in Sun Mountain Ranches.
3. Maintenance is inadequate and infrequent mainly because all owners and residents do
not voluntarily contribute to the maintenance of the roads.
4. Livability is compromised by the influences of dust, mud, slush and excessive wear and
tear on vehicles.
II The proposed special road district comprises eighty (80) individual properties which had an
aggregate assessed valuation in 1998 of $5,475,940. To yield $20,000 per year in additional
tax revenues based on 1998 assessed values will require an additional tax rate of $3.65 per
thousand dollars of assessed value. The individual extra annual taxes will vary from a low of
$100 to a high of $500. The individual average extra annual taxes to support the proposed
special road district is $250.
The most recent total property tax rate for the Sun Mountain area is $10.7441 per thousand
dollars of assessed valuation of which the Government category is $4.1501 per thousand. Tile
practical limit on additional local property taxes to support the proposed special road district
is $10.00 - $4.15 = $5.85 per thousand. Thus, the proposed increase of $3.65 per thousand is
well within this practical limit and leaves room for possible increases in other categories.
III The proposed special road district will manage and control:
1. Financial budget
2. Upgrading the roads
3. Maintenance of roads
4. Snow plowing
IV No outside agency participates in any way to provide the services required and listed above.

BY THE BOARD OF COUNTY COMMISSIONERS
OF DESCHUTES COUNTY, OREGON
A public hearing regarding the proposed formation of Sun Mountain Ranches
Special Road District will be held on Wednesday, December 8, 1999, at 10 a.m. in
the Board of County Commissioners' Hearing Room, Administration Building, 1130
NW Harriman Street, Bend, Oregon.
The boundaries of the proposed formation are as specified in. Exhibit 1, attached
hereto and by this reference incorporated herein.
The proposed formation shall be referred to as the "Sun Mountain Ranches Special
Road District. Petition."
The purpose of the proposed formation is to provide road maintenance services for
the inhabitants of the proposed area.
All interested persons may appear and be heard.
The meeting location is wheelchair accessible. For the deaf or hard of hearing, an
interpreter or assistive listening system will be provided with 48 hours notice.
Materials in alternate formats may be made available with 48 hours notice. To
arrange for these services or for more information, please contact Anita Mutchie at
