Also in attendance was Mike Maier, County Administrator. There were no others, County staff or citizens, in attendance. 1. Citizen Input There was no citizen input. 2. Approval of Weekly Accounts Payable Vouchers Before the Board was Approval of Weekly Accounts Payable Vouchers in the amount of $2,702,414.36. DEWOLF: I would move approval, subject to review. LUKE: I'll second. VOTE: LUKE: Aye.. DEWOLF: Aye. SWEARINGEN: Chair votes aye. CONVENE AS THE GOVERNING BODY OF 9-1-1 COUNTY SERVICE DISTRICT 4. Before the Board was Approval of Weekly Accounts Payable Vouchers for 9-1-1 Service District in the Amount of $4,846.97. DEWOLF: Move approval, subject to review. LUKE: Second. VOTE: LUKE: Aye. Before the Board was Approval of Weekly Accounts Payable Vouchers for 4-H/Extension County Service District in the Amount of $30.36. DEWOLF: So moved. SWEARINGEN: Second. VOTE: LUKE: Aye. DEWOLF: Aye. SWEARINGEN: Chair votes aye. RECONVENE AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS 6. Additions to Agenda a) Commissioner Luke indicated that he met with the Deschutes County Library District and asked that they provide a letter from their bond attorney stating that their expenses fall within the bond. He has not yet received the information. b) Chair Swearingen brought before the Board the approval of signature of a letter appointing Gloria Skidgel to the Central Oregon Intergovernmental Council Board, through December 31, 2000. LUKE: I move approval of signature of said letter. DEWOLF: Second. VOTE: LUKE: Aye. DEWOLF: Yes. SWEARINGEN: Chair votes aye. c) Chair Swearingen brought before the Board the approval of signature of a letter appointing Mike Hollern to the Deschutes Basin Resource Conservancy for a next term of office. Board of County Commissioners' Meeting Page 2 of 3 December 1, 1999 d) Michael Maier brought to the Board's attention that he requires authority from the Board to pay Dennis Maloney for his half-time position with the County. He explained that Legal Counsel has reviewed the contract and finds it acceptable. He further indicated he had previously been authorized to disburse up to $50,000; however, the contract calls for a payment of $55,000. Commissioner Luke stated that the Board has already approved the concept, and moved for approval of payment. LUKE: Move for approval DEWOLF: Second VOTE: LUKE: Aye. DEWOLF: Yes. SWEARINGEN: Chair votes aye. e) Chair Commissioner explained that Jan LaChapelle of the Deschutes Children's Foundation has indicated her agreement with the Board's requirement that no administrative fee will be taken from the principal or the interest. Ms. LaChapelle has also agreed that arrangements will be made so that not everything goes toward sports, and that if the program dissolves the County will get its principal amount returned. fl Michael Maier updated the dealings with Board is having with the Department of Revenue concerning the Legislative Counsel opinion. The Department of Revenue is having it thoroughly reviewed and an opinion will come from the Attorney General, and this process will take at least a month. A brief discussion between the Board and Michael Maier followed. It was agreed that if there were an appeal, it would be defended by the State; and that they indicate they are going to work with the County regarding this issue.
