Vice Chair Tom DeWolf opened the meeting at 10:02 a.m. Commissioners
present were Dennis R. Luke and Tom DeWolf. Also in attendance were
Rick Isham, Legal Counsel; Tracy White, Community Development; Ron
Meckler, 9-1-1 County Service District; Michael Maier, County
Administrator; and Tea Lewis, Attorney and Citizen.
1. Citizen Input
There was no citizen input.
2. PUBLIC HEARING on a Text Amendment to the County Zoning Ordinance,
Specifically the Sunriver Multiple Family Residential (RM) District
Before the Board was a Public Hearing Regarding a Text Amendment to the
County Zoning Ordinance, Specifically the Sunriver Multiple Family
Residential District, Reducing the Maximum Allowed Density in the Sunriver
RM Zone from One Dwelling Per 2,000 Square Feet of Lot Area to Eight
Dwelling Units Per Acre, Consistent with the Original Sunriver Master Plan.
Tracy White, Planner with Community Development, explained that
Ordinance No. 99-036 covers this issue, and that the Sunriver Owners'
Association had applied to amend the Ordinance.
Commissioner Luke asked if there was any negative testimony during this
process; Tracy White answer there had not been.
Commissioner Luke asked if this change is to correct an error. Ms. White
explained that changes were made to the density update in 1996-97, but this
error wasn't caught by any participants; and that this change will bring back
conformity into the Sunriver master plan.

Vice Chair DeWolf opened pubic hearing. Being no input, he then closed the
public hearing.
Richard Isham, County Counsel, stated that a first and second reading could
be done at this time, and that the Ordinance would be effective upon
recording.
LUKE: I move a first and second reading of Ordinance No. 99-036.
DEWOLF: I second.

3. PUBLIC HEARING on Consideration of a Resolution Adopting a
Supplemental Budget for Fiscal Year 1999-2000, and Making Appropriations

4. SIGNATURE Approving Ordinance No. 99-037, Updating Deschutes
County Code Relating to the Public Land Corner Preservation Fund
Before the Board was the Consideration of Signature to Ordinance No. 99-
037, Updating the Deschutes County Code in Regard to the Public Land
Corner Preservation Fund.

Richard Isham explained that the statutory reference was not inclusive, and
that the legislature has since clarified what is now a statutory reference. The
reference to the fee quoted in the document was inconsistent; it needs to be
changed to $10.00 to be consistent.

Maintenance of the 9-1-1 County Service District Radio and Telephone
System

Before the Board was Signature Approving a Sole Source Contract with
Motorola, Inc., for Maintenance of the 9-1-1 County Service District Radio
and Telephone Systems.

Ron Meckler explained that he recommends a sole source maintenance
contract to enhance warranty provisions now in place, and that he would like
to keep everything under one maintenance contract. He further indicated that
he would go out to bid after a year. Richard Isham stated that going out to
bid is necessary to bid unless they wish to do so.
Vice Chair DeWolf asked what the expense is at this time; Ron Meckler
responded that it costs $1828.00 per month for one year, beginning October
1, 1999, but that they just received the invoices.
LUKE: I move to approve signature of the Motorola Contract.
DEWOLF: Second.

DEWOLF: Yes.
At that time, Vice Chair DeWolf asked Ron Meckler if the 9-14 systems is
set to handle the rollover into 1/l/00. Ron Meckler indicated he is
comfortable with what has happened thus far. He stated that most work has
been done, but there are still a few items to address.
Richard Isham asked how much money is being held back; Ron Meckler
indicated about $35,000.
9. Approval of Weekly Accounts Payable Vouchers for 9-1-1 County Service
District
Before the Board was the Approval of the Weekly Accounts Payable
Vouchers for the 9-1-1 County Service District.
Ron Meckler explained that the amount seems high as it contains the
quarterly payment to La Salle Bank.
LUKE: I move approval of the weekly accounts payable vouchers for the 9-
1-1 County Service District in the amount of $49,521.68, subject to
review.

Mike Maier explained that this transfer is for the purchase of a vehicle.

12. Addition to the Agenda:
a) Before the Board was an Intergovernmental Services Contract between
Deschutes County and Jefferson County.
Michael Maier explained that the agreement is to cover plumbing inspector
services at request of Denis Perkins of the Community Development
Department.
LUKE: I move approval of the Intergovernmental Services Contract
between Deschutes and Jefferson Counties.
DEWOLF: Second.
