BOARD OF COUNTY COMMISSIONERS PUBLIC HEARING
JULY 13, 1999

Linda Swearingen called the meeting to order. Members present were Dennis Luke,
Tom De Wolf, and Linda Swearingen.
Deschutes County Staff present was Sandy Ringer, Senior Secretary, Steve Jorgensen,
Senior Transportation Planner.
Linda Swearingen opened the meeting for staff presentation.
Steve Jorgensen gave a summary of the La Pine/Wickiup Junction Local Street, Bicycle
and Pedestrian Plan. Steve noted that we mailed out newsletters to 600 residents of La
Pine and Wickiup Junction. We have also had other public meetings regarding this
issue.
Steve noted that they went to the Community Action Team to find out what their issues
were, and sent out a questionnaire in which 118 out of 500 responded.
Main Components:
HIGHWAY 97 IN LA PINE NEAR SAFEWAY STORE - How do we get people across
Highway 97 safely. Steve noted that this was the number one concern.
WICKIUP JUNCTION - How do we get people safely in and out of the business areas
into the frontage road. Steve noted that this pointed to a need for a continuous left turn
lane. It was noted that anything talked about in this Plan would not preclude issues
dealing with the new neighborhood if it is built.
Steve noted that there are some significant issues tied into the Burgess Road bypass,
that are not a concern with this Plan.
WICKIUP/PEDESTRIANS AND BIKES - It was noted that this is not really a big issue,
but the major issue is how do we get people in and out of Wickiup Junction.
LA PINE/NEW ROAD CONNECTIONS - Connection to the new neighborhood. New
assisted living structure, future development in the industrial area, increased
subdivisions new traffic accessing that from either Finley Butte or Reed Road.

Steve noted that one set of road and street standards doesn't really work for both of
these communities. He also noted that there are separate standards for La Pine and
separate standards for Wickiup Junction. He noted that the standards are much the
same, with the exception of keeping Wickiup a non -sidewalk area, and La Pine's
commercial areas should have sidewalks. Areas that have potential for multi -family
living should have sidewalks also.
Commissioner Luke noted that in Kings Forest in Bend the County regulated sidewalks,
but they didn't get built. He asked Steve how he would handle this in La Pine. Steve
noted that we are trying to put everything on the property line for the right-of-way. Steve
asked Dick Johnson if they were putting sidewalks on the property line or one foot off the
property line. Dick Johnson said they are putting them just off the property line.
Commissioner Swearingen noted that in other communities we have had a letter of non -
remonstrance signed which gives us the ability to get asigned agreement for an LID so
that the sidewalks are continuous. She noted that she hoped we would do the same
thing in La Pine.
Commissioner De Wolf asked if in La Pine most of the streets are in place.
Steve noted that most of them are, but there are some alignment problems. He also
asked if any thought was given to not making the streets so wide so that the traffic would
slow down and be calmed. Steve noted that he has taken the standards in La Pine down
a notch, but there are concerns about the amount of snow in La Pine, which could make
it necessary to have the streets in La Pine wider.
Commissioner Swearingen asked how many of the roads are public roads.
Steve noted that most of the roads on the map are public ownership.
Commissioner Luke asked if in the residential areas there are sidewalks on both sides of
the streets? Steve replied that there are on collectors, but not on the smaller streets.
Commissioner Luke also noted that for more affordable housing, sidewalks are being
built on one side of the street only.
Someone from the audience noted that as we continue to develop, we need some sort of
storm water runoff system.
Commissioner Luke noted that we also have a problem with the area being flat.
Steve noted that the need for a storm water runoff system was brought up in the study.
He also noted that it is not specifically called out in the policies at this point, but he felt
that they all knew this was an issue and that a water runoff system master plan should
be addressed.

Commissioner Swearingen noted that we know we have to acquire some land in the
future for a bypass or a road and wondered if Steve had planned for any of that? Steve
noted that staff has looked into that. He also noted the lack of any east -west connection
at Wickiup Junction. There is potential for a connection to Drafter Road. (Wickiup
Junction)
It was noted that ODOT has to re -align First and Reed Road to be able to put a light in.
The other point is the idea of a gateway to signal that you are entering La Pine. An idea
discussed early on was putting a fixed median at First and Reed Roads. It was also
noted that medians present problems for business owners; they have concerns about
people being able to get into their businesses.
Steve then noted that this is a perfect application for a T21 grant, for enhancement along
a State/Regional highway. If there was a plan in place and an idea of what a cross
section looked like, we could put together a grant application, which would need to be
submitted by August 27, 1999.
Dick Johnson noted that we would probably do two grant applications - one for
Terrebonne, and one for La Pine.
There was discussion regarding this grant.
Commissioner Swearingen asked when staff wants the Board to decide on this?
Steve noted that he has the ordinances partially drafted, and he could bring it back for a
decision by the Board of County Commissioners at one of their meetings very soon.
Commissioner De Wolf expressed concerns that residents would like to have this be
done in an orderly fashion.
There was discussion regarding putting a bike lane on Highway 97 to help slow down
traffic.
Commissioner Swearingen then opened the public hearing for public testimony.
Swede Barber was the first to testify. He noted that the snow operators removed snow
18 times last winter. He felt a median would cause danger for his crew. 98% of the
people adhere to the speed limit of La Pine. When folks don't adhere to it, they try to
pass in the four -lane section in La Pine. He felt that if ODOT would put a four -lane
section through all of La Pine, this would help. It might help from Highway 31 into town
and all the way through town would be very helpful.

Draft Plan Relationship to Questionnaire Results
1. Center turn -lane on Hwy. 97 through Wickiup Junction
• A portion of the entire center turn lane has recently been installed. Draft Plan
includes a policy that supports the completion of the remaining portion from the main
access road North to Drafter Road.
2. Improve the Huntington Rd./Burgess Rd. intersection
• This intersection is already identified in the TSP high priority project list for the
addition of left -turn lanes.
3. Safe pedestrian/bicycle crossings on Hwy. 97
• Draft Plan recommends the addition of a signal at 18t and Hwy. 97 (probably by
2005), which would provide a signalized pedestrian crossing.
• One redesign alternative for Hwy. 97 could be the use of a landscaped median
throughout the community (pedestrian refuge) and the use of single rather than two
traffic lanes (shorter crossing distance) in each direction.
4. Reduce traffic speed on Hwy. 97 through Wickiup Junction
• Draft Plan recommends a "gateway" treatment on each end of the community to give
warning to motorists that they are entering a developed commercial area and need to
slow down.
5. Improve the Hwy. 97/Huntington Rd./Finley Butte Rd. intersection
• Draft Plan identifies this as a possible future signalized intersection.
• The Plan also identifies the potential realignment of 6th with Finley Butte, as well as
Huntington with Morson to connect across Hwy. 97 with Finley Butte. Each of these
alternatives has right-of-way and private property impacts.
6. Reduce traffic speed on Hwy. 97 through La Pine
• Draft Plan recommends a "gateway" treatment on each end of the community to give
warning to motorists that they are entering a developed commercial area and need to
slow down.
• It is anticipated that the 3 -lane redesign alternative for Hwy. 97 with the use of a
landscaped median throughout the community and single traffic lanes in each
direction would reduce traffic speeds.
7. Improve street storm drainage
• Drainage "swale" (surface retention) design incorporated in local residential street
design standard.
8. Improve the Hwy. 97/1st St./Reed Rd. intersection
• Draft Plan recommends the addition of a signal at 1st and Hwy. 97 (probably by
2005).
9. Improve the 1st St./Huntington Rd. intersection
• Draft Plan specifically identifies this intersection for future safety improvements.

10. Improve access to local businesses (parking, walking, and driveways)
• Draft Plan only directly addresses the pedestrian aspects through the proposed
sidewalk system. (The analysis of parking and driveways were not part of the Plan
scope of work.)
11. Additional/improved public transportation between La Pine/Wickiup Junction
and Bend (i.e. bus service)
• Draft Plan includes policy that supports future fixed -route public transit to Bend.
12. Safe and connected community -wide bicycle/pedestrian system
• Draft Plan addresses a community wide system of sidewalks and street
improvements that include bike lanes or shoulder bikeways as appropriate.
13. Improve pedestrian/bicycle facilities on Hwy. 97
• The 3 -lane redesign alternative for Hwy. 97 would include six-foot bike lanes in each
direction.
14. Additional public parking
• Draft Plan does not include provisions for additional public parking. (Not included in
scope of work.)
16. Reduce residential street standards and widths
• Draft Plan includes reduced residential street widths from the current 36 -foot to a
range of between 24 to 30 feet.
16. Sidewalks on residential streets
• Draft Plan only requires sidewalks on those residential streets that border
commercially zoned areas.
