WHEREAS, a petition requesting annexation of certain territory into the Rural Fire Protection
District No. 2 has been duly filed with the County, a copy of which petition is attached hereto as
Exhibit A and by this reference incorporated herein; and
WHEREAS, the Deschutes County Clerk's Office has verified that a sufficient number of
electors have signed the petition and it has otherwise been determined that the petition is sufficient for
purposes of filing and acceptance; and
WHEREAS, the Deschutes County Assessor's Office has verified that the annexation petition
was signed by 100 percent of the real property owners within the area to be annexed; and
WHEREAS, a public hearing is required to consider the petition and notice of that hearing must
be provided in accordance with ORS 198.800; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That the petition is hereby accepted for filing and a hearing on the annexation
petition shall be scheduled for February 23, 2000, which petition may be referred to as the "Windlinx
Annexation Petition."
Section 2. That a notice in a form consistent with that set forth in Exhibit B, attached hereto
and by this reference incorporated herein be provided in accordance with ORS 198.800(2).

The undersigned, in support of this Petition, state as follows:

1. This Petition for Annexation is filed pursuant to ORS 198.705 to 198.955.
2. This annexation Petition affects only Deschutes County and Rural Fire Protection District #2.
3. The principal act for R.F.P.D. #2 is ORS 478.0-01, et seq.
4.The territory that is subject to this Petition for Annexation is primarily inhabited. The attached
petitions in support of this annexation are signed by land owners and registered voters in the area
proposed to be annexed as indicated opposite their respective signatures, and that all signatures were
obtained on or after the.,.? day of,S%�'T. , 1999
5. It is requested that the proceedings be taken for the annexation of said territory to Rural Fire
Protection District #2, Deschutes County, Oregon. A description of the boundaries of the territory
to be annexed is attached hereto and marked Exhibit "A".
6. That said petition has been signed by 15 percent of the electors, or 100 electors whichever
number is lesser, or 15 owners or owners of 10 percent of the land, (whichever is greater) within the
area proposed to be annexed.

NOTICE OF PUBLIC HEARING
BY THE BOARD OF COUNTY COMMISSIONERS
OF DESCHUTES COUNTY, OREGON
A public hearing regarding the proposed annexation into Rural Fire Protection.
District No. 2 will be held on Wednesday, February 23, at 10 a.m. in the Board of
County Commissioners' Hearing Room, Administration Building, 1.130 NW
Harriman Street, Bend, Oregon.
The boundaries of the proposed annexation are as specified in Exhibit 1, attached
hereto and by this reference incorporated herein.
The purpose of the proposed annexation is to provide fire protection services for the
inhabitants of the proposed area to be annexed.
All interested persons may appear and be heard.
The meeting location is wheelchair accessible. For the deaf or hard of hearing, an
interpreter or assistive listening system will be provided with 48 hours notice.
Materials in alternate formats may be made available with 48 hours notice. To
