Separate Petitions for Withdrawal of Territory from
Special Road District No. 1
ORDER NO. 2000-052
WHEREAS, elections were held in Deschutes County Special Road District No. 1. on March 14,
2000, on seven separate measures, as follows: 9-76 (McKenny Petition), 9-77 (Turney Petition), 9-78
(Schilstra Petiton), 9-79 (Breitenstein Petition), 9-80 (Herrick Petition), 9-81 (Van Wagner/Garner) and 9-
82 (Jaworski) set forth in Exhibit 1 attached hereto concerning the proposed withdrawal of seven separate
territories from the District; and
WHEREAS, the Abstract of Votes at the elections, set forth in Exhibit 2 attached hereto and by
this reference incorporated herein, shows that a majority of the votes cast on each of the separate
measures were in opposition to each measure; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. That at the election held on Measure 9-76 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 38 electors voted YES and 210 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-76 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.
Section 2. That at the election held on Measure 9-77 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 38 electors voted YES and 209 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-77 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated
Section 3. That at the election held on Measure 9-78 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 38 electors voted YES and 207 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-78 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.

Section 4. That at the election held on Measure 9-79 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 39 electors voted YES and 209 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-79 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.
Section 5. That at the election held on Measure 9-80 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 39 electors voted YES and 208 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-80 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.
Section 6. That at the election held on Measure 9-81 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 36 electors voted YES and 211 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-81 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.
Section 7. That at the election held on Measure 9-82 in Deschutes County Special Road District
No. 1, in Deschutes County, Oregon, on March 14, 2000, 37 electors voted YES and 211 electors voted
NO on the measure captioned "Withdrawal of Territory from Special Road District No. 1," set forth in
Exhibit 1, attached hereto and by this reference incorporated herein, as evidenced by the abstract of votes
for Measure 9-82 set forth in the Abstract of Votes, attached hereto as Exhibit 2 and by this reference
incorporated herein; that the measure is declared to have failed and the proposed withdrawal is defeated.
