DESCHUTES COUNTY BOARD OF COMMISSIONERS MEETING
WEDNESDAY, MARCH 8, 2000
Chair Linda Swearingen opened the meeting at 10:00 a.m. Commissioners
present were Linda L. Swearingen, Dennis R. Luke and Tom DeWolf. Also in
attendance were Bruce White and Mark Amberg, Legal Counsel; Adriel
McIntosh, Commissioners' Office; Tom Blust, Road Department; Michael
Maier, County Administrator; Barney Lerten, Bulletin Newspaper; Bob
Shotwell, KICE Radio; and Several Citizens.
1. CITIZEN*INPUT
Daniel Kiesow, the Applicant in a Recent Land Use Hearing, asked if the
Board could delay its official, written decision on his appeal of the Hearings
Officer's decision and the subsequent Board decision, as he is investigating
alternatives to his recent applications, and will waive the 150 -day time
requirement. Once he has completed this process, he indicated he would
either withdraw his application or the County can proceed. (He presented a
handwritten letter, Exhibit A)
Bruce White, County Counsel, stated that Mr. Kiesow has requested a
meeting with the Board and with Community Development, but he really
should meet with staff and not with the Board. (Discussion followed.)
It was determined that Mr. Kiesow will meet with staff of Community
Development to sort out this situation.

2. PRESENTATION of Current and Planned Activities of the Commute
Options for Central Oregon Program
Jeff Monson, Director of Commute Options gave a biennial update of this
program.
Mr. Monson explained that a van pool program has been developed and is
beginning soon. The vans will be going from Wickiup Junction to Sunriver
Resort, and then from south of Bend to Sunriver Resort. They have a
contract from the Oregon Department of Transportation to help buy down
the cost, and Sunriver is also contributing. There are about eight people in
each van pool, and the program starts March 20 and March 21. This is work
related transportation, and is for employees of the resort.
He further noted that the number of names in the ride share database is
increasing, which will make it easier to match car pools. Seven park and
ride .lots are now established, with more to be developed. These will
eventually have good signage, and will include bike racks and lockers. Park
and ride locations are usually opened in conjunction with existing store
shopping lots.
The tenth annual Commute Options Week will be June 5th to 11 th . They
are also working on the Area Commission on Transportation along with
Commissioner Luke to develop efficient and cost-effective alternatives. The
program is developing well, and is making good strides.
3. PRESENTATION by the Oregon Department of Transportation,
Updating the Potential Ramifications of Changing the State
Designations of Highways 97,20 and 126 from their Current
Classification to "Expressway"
Peter Russell, Oregon Department of Transportation, explained that
"expressway" is equivalent to an overlay zoning for County land use. He
explained that the new Oregon Highway Plan, and new Division 51 (Oregon
Administrative) Rule, and the Oregon Transportation has directed regional
planning staff to work with jurisdictions to discuss the possibilities and
ramifications of the expressway system.

Mr. Russell stated that the goal of an expressway is to carry large volumes
of traffic at relatively high speeds, using existing or planned two-lane and
multi -lane highways. The function of the expressways is to move inter-
urban travel in connections to ports and major recreation areas without
interruption. (He presented maps and other literature to further explain the
process and locations, Exhibit B)
Mr. Russell stated that reasonable alternative access needs to be available,
and no one will be left land -locked. The idea is to limit the amount of direct
access to the expressway, and private access will be discouraged. He
explained that ODOT would be going to local jurisdictions to hear from the
public and agencies to input, and want to complete this process as soon as
possible.
Commissioner Luke indicated that COACT has been involved, and one of
the reasons they are looking at this is that funding may be more available
because of this designation.
ADDITION TO THE AGENDA (a) was addressed at this time.
(a PRESENTATION of a Certificate of Appreciation to Deschutes County
from the Deschutes County Chapter of the American Red Cross
Mark Amberg, acting as Chairman, and Shannon Yeager, the interim
Executive Director of the local chapter of the American Red Cross,
presented a letter and certificate, thanking Deschutes County for its $5,000
grant from the Board.
4. APPROVAL of Awarding an Contract to Express Personnel Services to
Supply Workers for Temporary Employment
Dennis Morris of the Road Department explained that they did go through
an RFP process prior to deciding Express Personnel Services would best
serve their needs.

5. APPROVAL of Order No. 2000-047, Abandoning Tallwood Court
Local Improvement District
Gary Judd of the Road Department stated that the vote to form this local
improvement district from the property owners came in 30% yes, 60% no,
with 10% not voting. Originally 80% of the owners petitioned for it, but the
cost came in higher than anticipated.

6. DISCUSSION of a Draft Agreement between Deschutes County and the
Deschutes Children's Foundation for the Operation of the Becky
Johnson Community Center
Commissioner Luke stated that this item would be discussed next Monday at
the Administrative Liaison, as some portions of the contract are being
discussed further.
7. APPROVAL of Chair Signature of a Notice of Measure Election and
Explanatory Statement for the Formation of Sun Mountain Ranches
Special Road District, and Establishing a Tax Base
Bruce White, County Counsel, said this action would get this issue on the
ballot.

P.A./Recording System
Commissioner Luke explained that the firm that installed the fixed sound
system in the Hearing Room could also upgrade the portable system, adding
a mixer that will accommodate four microphones. There will also be a cable
to add a second speaker.
He also stated that there is a box that will hook into the system to provide
four hearing devices at public meetings.

satisfactory physical test of equipment in the hearing
room.

d) DISCUSSION of Visual Thinking Company's Sample Video
Adriel McIntosh, Commissioners' Office, presented a sample video
produced by Video Thinking Company, and stated that the cost would be
$3.50 per cover. She was instructed by the Board to order copies for use at
the Libraries.
Commissioner Luke indicated that sections of these videos could also be
used at various public meetings.
e) ROASTING of Barney Lerten of the Bulletin Newspaper
Commissioner Swearingen announced that Barney Lerten is leaving the
Bulletin, and presented a certificate to him in recognition of the
contributions he has made over the years to the enlightenment of the citizens
of Deschutes County. (Exhibit C)

Deviation Limits
The following tables show the access management spacing standard minor deviation
limits for the access management classifications listed in Goal 3, Policy 3A:
Classification Spacing Criteria, Action 3A.1. The Access Management Spacing
Standards are shown in Tables 13,14 and 15 of this Appendix. Minor deviations may
be considered down to the deviation limits shown in Tables 20, 21 and 22. Any
request to deviate beyond these limits is considered a major deviation.

Expressways: Key Implications
• Private access is discouraged; & there is a long-range plan to
eliminate, as possible, existing approach roads as opportunities
occur or alternative access becomes available;
(access spacing standards are two — four times more stringent & OARs don't
allow direct access where there is alternative access)
• Access rights will be purchased and a local road network may
be developed consistent with the function of the roadway;
• Public road connections are highly controlled;
• Traffic signals are discouraged in rural areas;
• Parking is prohibited;
• Mobility standards are higher (.05 to .1 higher)
• `Gaps' in the expressway designation would allow for Special
Transportation Areas (STAs), Urban Business Areas (UBAs),
or 'Other' designations at appropriate locations
• Funding: Both the Draft Local Street & Access Mgmt.
Funding Guidelines give priority to Expressways. It is likely
that other funding sources will also give priority to
expressways.
• Designation: Statewide highways may be designated
expressways "in consultation with local government". The
OTC has expressed interest in quickly designating an initial
system.
