MONDAY, FEBRUARY 28, 2000
Chair Linda Swearingen opened the meeting at 10:05 a.m. Commissioners
present were Linda L. Swearingen, Dennis R. Luke and Tom DeWolf. Also in
attendance were Rick Isham and Bruce White, Legal Counsel; Gary Judd and
George Kolb, Road Department; Chris Schmoyer, Community Development
Department; and Michael Maier, County Administrator. Also present were
David Carey, Greg Brown, and Sue Brewster, Sheriffs Office; Susan Mayea,
Commissioners' Office; Barney Lerten, The Bulletin Newspaper; Bob Shotwell,
KICE Radio; a reporter from Z-21 TV, and Several Citizens.

Before the Board was the Discussion of a Written Request from Representatives of
Barclay Meadows Business Park and Sisters School District for an Extension (on
File No. PA-99-4/ZC-99-2, and File No. PA-99-5/ZC-99-3) to Allow the Written
Record to Remain Open Until 5:00 p.m., Monday, March 17, 2000.
WHITE:
I thought perhaps that we could give them a little extra time beyond what they have
asked, rather than have them keep coming back for extensions. They appear to
need some extra time to work out the agreement.
LUKE:
I suggested to Bruce we give them thirty days, so let's go to the first of April and
be done with it. Please explain to them that we aren't going to keep doing this;
we're going to April 1St and then we're going for it.

Dear Mr. Schmoyer:
We are writing on behalf of the Sisters School District and the Barclays Meadows Business Park,
L.L.C., applicants in the above -referenced files. The purpose of this letter is to request a record
extension to allow the written record to remain open for further negotiations on the Development
Agreement with the City of Sisters. The written record in both of these matters is currently
scheduled to close at 5:00 p.m. on February 28, 2000. We request that these records remain open
until 5:00 p.m. on Monday, March 17, 2000 to allow the Sisters City Council further opportunity
to consider the proposed Development Agreement and adopt it by Ordinance. We also request
this additional time period to address the outstanding questions of the Deschutes County
Commissioners.
Please take this request to the Commissioners and notify us of their decision at your earliest
convenience. In the meantime, please feel to call either Leslee or myself if you have any
questions.
