WEDNESDAY, APRIL 5, 2000
Chair Linda Swearingen opened the meeting at 10:05 a..m. Commissioners
present were Linda Swearingen and Dennis Luke. Commissioner Tom
DeWolf was excused. .Also in attendance were Bruce White, Legal Counsel;
Michael Maier, County Administrator; and Jim Bonnarens, Property
Management. Others present .were Steve Miller, Community Development
Department; Dick Johnson, Road Department; and Anna Doty, Victims'
Assistance Office. Also in attendance were .Adriel McIntosh, Commissioners'.
Office; candidates for Commissioner Ray Lakey and Mike Daly, a reporter
from Z-21 Television, Barney Lerten and several other citizens.

2. A PROCLAMATION Declaring April 9 through 15 to be Crime
Victims' Rights Week
Anna Doty of the Victims' Assistance Office read a Proclamation
declaring April 9 through 15 to be Crime Victims' Rights Week (copy
attached as Exhibit A). She also presented certificates of appreciation to
each member of the Board of Commissioners. She noted that the program
is expanding, and they have begun the training of approximately twenty
new volunteers.

Commissioner Swearingen noted that the Board is very proud of the
services that the Victims' Assistance Office provides to the citizens of the
community.

3. PUBLIC HEARING Regarding the Vacation of a Portion of Central
Avenue, Terrebonne (Between 2"d and 4th Streets); and APPROVAL
AND SIGNATURE of Order No. 2000-038, Accepting Said Vacation
Dick Johnson of the Road Department explained the nature of the
easements affected by the proposed vacation. He stated that it includes
two easements that had been "grandfathered", and that the local property
owners have full use of the land as long as there are no permanent
structures built.
Commissioner Swearingen then opened the public hearing.
Trish Shaw, a local property owner, then offered testimony. She said that
she was speaking for herself and two other owners of adjacent properties.
She indicated that at first they all had been concerned about the vacation,
but are now satisfied with the way it is to be handled.
Doug McLaughlin of the Terrebonne Water District, stated that he
originally opposed the vacation due in part to past problems involving
vacations, but feels a good compromise has been reached, and is willing
now to go along with the proposal.
Being no further testimony offered, Chair Swearingen closed the public
hearing.

4. SIGNATURE of an Acceptance of a Declaration from L. Kellstrom
Construction, Dedicating a Parcel for Public Roadway/Utility
Purposes
Bruce White, County Counsel, explained the nature of the Dedication, and
stated that the proper body must accept it, which is the Board of County
Commissioners. He stated that nothing in the title report or other
paperwork appears to be a problem, and recommended the Board's
acceptance.

dared to dream of a nation that is free from violence and an America where
crime victims are consistently provided supportive services to help them cope
with the trauma of crime and victimization- and
AVHEREAS,while the rate of most crimes continues to decrease, U.S. residents still
experience nearly 31 million criminal victimizations, including nearly 8.1
million violent crimes; and
-EREAS,over 30,000 federal and state laws have been passed that define and
protect the rights of crime victims; 32 states have passed constitutional
amendments that afford victims important participatory rights throughout
the criminal and juvenile justice systems; and a federal constitutional
amendment is currently pending in the U.S. Congress; and
"WHEREAS,important partnerships have been formed among criminal and
juvenile justice agencies, allied professional, and victim services to ensure
that crime victims are treated with dignity and respect; and
EREAS,our nation's commitment to victim assistance, crime prevention, and
public safety has resulted in countless individuals and collaborative
initiatives that truly do our community justice; and
ERFAS,the new millennium affords us the opportunity to continue to dare to
dream of a nation where liberty and justice for all includes each and every
person who has been touched by crime; therefore, be it
