Chair Linda Swearingen opened the meeting at 12 noon. Commissioners present
were .Linda L. Swearingen, Dennis R.. Luke and Tom DeWolf. Other .County
personnel in attendance were Michael Maier, County. Administrator; Tom Blust,
Road Department; Mike Gerdau, District -Attorney's Office; Roger Kryzanek,
Dodie Rydell and Lia Seran, Mental Health Department; Greg Brown and Becky
Jackson, Sheriffs Office; Gina Blanchett, Juvenile Justice Department; Ethel
Stratton and Gene Whisnant, Commission on Children & Families; George Read,
Community Development; Susie Penhollow, County Clerk.; , and7 Adriel

■ Jim Rehberg, Assistant Principal of La Pine Middle School
■ John Boyle, Norm and Dorothy Gear, and several other interested citizens.
The purpose of the meeting was to obtain input from representatives of County
agencies, other government agencies and local non-profit groups, plus concerned
citizens, regarding the future development of a site in La Pine to better serve the
needs of the residents of southern Deschutes County.
The items discussed were:
■ Expansion of Mental Health services to full-time services; and provide
cobs dential space, with access into the evenings. (Members :of the Mental
Health Department)
■ A new. center to serve seniors. (Ernie Poole) Commissioner DeWolf
explained'that the County is primarily looking at expanding "County" type
services.
■ The development of partnerships to provide additional programs for children.
The long commute to Bend and back is a real problem for families. (Randy
Gordon)
■ The need for a Road Department facility, possibly within the industrial park,
for storage of equipment and supplies, and to be able to provide quicker
service to the La Pine area when needed. (Tom Blust)
■ The expansion of the State's Adult and Family Services in the area. (Kay
Kerbs)
■ Work with the Oregon Department of Transportation to combine equipment
facilities and equipment. (Tom Blust and others)
■ Land within a campus setting to build a short-term domestic violence shelter.

■ Expanded, centralized and consolidated services for veterans. (Mel Jacobs)
■ A partnership with the industrial park. (Lee Smith)
■ Expanded outreach of the Sheriffs Office. (Greg Brown)
■ Develop the industrial park with a goal of good jobs for local residents.
(Sylvia Shields)
■ Address the location of fire department facilities in relation to the industrial
park and other development. (Jim Court)
■ A new senior center, low cost senior housing, centralized and expanded
veterans' services, and senior health and transportation assistance. (Andi
Ferguson)
■ Expanded outreach to area citizens, especially seniors. (Joe Case)
■ Expand parole and probation services in the area. (Becky Jackson)
■ Regarding children, address the need for close proximity to other agencies for
collaboration and confidential assistance; address safety issues; locate near
schools and the Boys & Girls Club. (Gina Blanchett)
■ Address a block grant process in La Pine. (Ethel Stratton)
■ Concerns about an expanded senior center, Central Oregon Council on Aging,
and incorporation. (Gloria Benzel)
■ Need for a new La Pine Community Action Team center. (Mary Case)
■ Need for expanded mental health assistance in La Pine on a full-time basis.

■ Community Development needs to have a full-time person in La Pine who is
more in tune with La Pine's special needs. (Sylvia Shields)
■ Tie in local transportation needs with van pools, buses or possibly the train to
and from Bend. (Andi Ferguson)
■ The lack of adequate transportation is a severe problem. (George Palmer)
■ Tie together other agencies, especially a school site, a health center, and
affordable housing, for mutual benefit. (George Read)
■ A community "fairgrounds" or civic center. (John Taylor)

■ The La Pine Community Action Team is working far beyond its capacity.
Incorporation may help, if the measure passes; otherwise, assistance is needed.

■ Local citizens as well as visitors need to be made aware of recreational
opportunities in the area; this will help the local economy. (John Taylor)
Many participants attending the meeting expressed their concerns about the
isolation of a lot of the area's residents, and the need for consistent health and
mental health services provided at a local level. Others emphasized that the
general population, and especially senior citizens, must be educated on what
services are available to them so they can take advantage of these services as the
need arises.
The meeting closed with the Commissioners praising all who are involved in
helping La Pine and south Deschutes County with meeting the needs of its
residents. They also noted that they are encouraged by the participation they see.
The Commissioners also explained the County would of course continue to stand
ready to help La Pine in the event it becomes an incorporated city. They also
welcomed further input and participation from other local government agencies
and organizations, as well as La Pine area citizens, in planning for the future of
the area.
Being no further discussion offered, Chair Linda Swearingen adjourned the
meeting at 1:20 p.m.
