DESCHUTES COUNTY BOARD OF COMMISSIONERS' MEETING

WEDNESDAY, APRIL 12, 2000
AT LA PINE HIGH SCHOOL
Chair Linda Swearingen opened the meeting at 10:00 a.m. Commissioners
present were Linda L. Swearingen, Dennis R. Luke and Tom DeWolf. Also in
attendance were Rick Isham, Legal Counsel; George Read, Community
Development Department; Dan Peddycord, Health Department; Mike Gerdau,
District Attorney's Office; Roger Kryzanek and Lia Seran, Mental Health
Department; and Michael Maier, County Administrator. Also present were Gina
Blanchette, Juvenile Community Justice; Jeff Kern, County Surveyor; Adriel
McIntosh, Commissioners' Office; Ron Meckler, 9-1-1 County Service District;
Tom Blust, Road Department; Greg Brown, Sheriff, Susie Penhollow, County
Clerk; Jason Carr, a reporter from Z-21 TV; and numerous students and other
citizens.
2. CITIZEN INPUT
Several citizens asked the Board's opinion of the upcoming election in regard to
the incorporation of La Pine. The Board indicated this is an issue that will be
decided by the citizens of the La Pine area, and that the County will continue to
work with La Pine area residents as much as possible no matter how the
election turns out.

At that time, Chair Swearingen asked County personnel attending the meeting
to introduce themselves to the audience, which they did. They also explained
the departments they represent and the services offered by their respective
departments.
3. APPROVAL AND SIGNATURE of a Letter Re -appointing Mark
Halvorsen as President of the Beaver Special Road District, with a Term
Expiration Date of December 31, 2002.

6. SIGNATURE of Ward Road Right -of -Way Dedications for Road Overlay
and Widening Purposes;
7. SIGNATURE of Order No. 2000-031, Transferring Cash Among Various
Funds as Budgeted in the Fiscal Year 1999-2000 Deschutes County Budget,
and Directing Entries; and
8. SIGNATURE of Order No. 2000-015, Transferring Appropriations Among
Various Funds as Budgeted in the Fiscal Year 1999-2000 Deschutes County
Budget, and Directing Entries.
At this time, Chair Swearingen explained to the audience what a Consent
Agenda is, and how the Board of County Commissioners must convene as the
governing body of the 9-1-1 County Service District, and the 4-H/Extension
County Service District.
Commissioner DeWolf stated that the Districts are responsible for their day-to-
day operations; but that it is the responsibility of the County to oversee their
budgets.
CONVENE AS THE GOVERNING BODY OF THE 9-1-1 COUNTY
SERVICE DISTRICT
9. SIGNATURE of a Contract Between the 9-1-1 County Service District and
Communications Technology Systems Integrators (CTSI) to Provide and
Install a 9-1-1 Voice Logging Recorder
Ron Meckler, the Director of the 9-1-1 County Service District, explained that
9-1-1 moved into new quarters and obtained new equipment; and that this is the
last piece of equipment to be obtained as required by the State of Oregon. He
said that quotes were solicited from eight companies, and seven of the
companies responded with proposals. These were narrowed down to four. He
further stated that they did not necessarily look for the lowest bid; the primary
concern was for the best service. The proposals ranged from approximately
$20,000 to $71,000; the one chosen costs $59,084. He further explained that
the 9-1-1 Executive Board has recommend approval.

Rick Isham, Legal Counsel, said that a proposed award letter was sent out two
weeks ago to the other companies, and if one or more of these companies do not
lodge a protest by 5:00 p.m. this date, the contract can be signed at that time.

the review of the Board and Legal Counsel.

ADDITIONS TO THE AGENDA
13. DISCUSSION Regarding Signage at the Fairgrounds.
Chair Linda Swearingen stated that she has recently met with Elton Gregory,
the Fair Board and the Fair Association, and they have asked the County to
front some of the money needed to finish the signage package for the
Fairgrounds. She indicated that front signage is badly needed for the public to
be able to easily find the facilities. She further said that the amount under
consideration is $165,000.
Chair Swearingen explained that this was originally approved, but the funds
have been held back due to other expenditures at the Fairgrounds. She stated
that these funds are to be reimbursed by funds received from the sale of the old
fairgrounds property.
A general discussion ensued regarding placement and height of the signs, the
fact that the City of Redmond has given its input and the signs would comply,
and that the signage on Highway 97 will be whatever the State will allow.
Chair Swearingen indicated that they would like to begin the RFP process now.
Commissioner Luke stated that he is not comfortable voting on this issue at this
point; he would prefer to have a joint meeting with the Fair Board first to
examine the information.
Commissioner DeWolf explained to the audience how the Board's voting
process works.

Several members of the audience stated that Deschutes County and its residents
can be very proud of the fairgrounds; that it is a state-of-the-art facility in many
ways.
The discussion concluded without a vote on the issue.
Commissioner Luke explained to the audience that the Board wants to visit all
Deschutes County high schools, and that it is important for students to know
how their local government works.
Members of the audience then asked for details on the 9-1-1 systems, especially
how it records phone numbers and addresses when a call is received by the
system. 9-1-1 Director Ron Meckler answered questions about its abilities and
the process followed when a call is received.
Being no further discussion, Chair Linda Swearingen adjourned the meeting at
10: 35 a.m.
