Thereof, and Declaring an Emergency.
ORDINANCE NO. 2000-005
WHEREAS, damage exposure associated with wild fire in Central Oregon is unquestioned; and
WHEREAS, natural disasters of all types pose a risk to life and property; and
WHEREAS, a coordinated approach to response planning and loss avoidance is necessary to
mitigate the effect of losses due to natural disasters; now, therefore, -
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDAINS as follows:
Section 1. ADDING. Deschutes County Code Chapter 8.24, Project Impact Steering
Committee, is hereby added to read as described in Exhibit "A," attached hereto and by this reference
incorporated herein.
Section 2. EMERGENCY. This Ordinance being necessary for the immediate preservation
of the public peace, health and safety, an emergency is declared to exist, and this Ordinance takes effect
on its passage.

8.24.010. Formation.
A joint project steering committee is hereby
fonned to develop and implement strategies to
mitigate the effects of losses due to natural
disasters that strike Deschutes County. The
cormnittee shall be called the Project Impact
Steering Committee.

8.24.020. Membership and Expenses.
The committee shall be composed of 12 to 17
members who reside within Deschutes County.
All members shall be appointed by the Board of
County Commissioners. The terms of the
members shall be four years, commencing on
January 1, of an even numbered year.
Appointments shall be on a calendar basis. One-
half of all initial appointments shall be for a term
ending December 31, 2001. Not more than one-
half of all appointments shall expire in any even
numbered calendar year.
A. Committee members shall be representative
of the following persons, groups or entities:
1. A member from the insurance industry.
2. A member from the business community.
3. A member from the education
community.
4. A member from the health industry.
5. Special road district(s).
6. A member from the marketing/
communications industry.
7. A management representative from Bend
Fire Department.
8. A management representative from Rural
Fire District 42.
9. A county commissioner.
10. 9-1-1 county service district executive
board member.
11. A community development department
representative.
12. A member of the forestry community.
13. Up to an additional five at -large
members.
B. Committee members shall receive no
compensation, but shall be reimbursed for
authorized expenses.
C. A member of the committee may be removed
by the Board of County Commissioners for
misconduct, nonperfonnance of duty, or three
successive unexcused absences from a
regularly scheduled meeting.
D. Vacancies in the committee shall be filled by
an appointment by the Board of County
Commissioners for the unexpired term of the
predecessor in the office.
E. No committee member shall serve more than
two full terms.
F. The membership of the committee shall, as
much as possible be representative of the
various geographical parts of Deschutes
County.

8.24.030. Election of Chair and Vice Chair.
At its first meeting in January of each year, the
committee shall elect from among its membership
a chair and a vice chair. No person shall be chair
for more than two years in succession.

8.24.040 Quorum.
A majority of the members of the committee shall
constitute a quorum. The committee may
establish rules, regulations, and procedures for its
operation consistent with the laws of the state and
Deschutes County.

8.24.050 Meeting Schedule.
The committee shall have a regularly scheduled
monthly meeting.

8.24.060 Powers and Duties.
The committee shall have the following duties:
A. Carry out a comprehensive program, using
citizen input and public hearings when
appropriate, and coordinate its activities with
other public and private persons, groups and
entities, to plan for and implement strategies
to provide permanent benefits through long-
term mitigation of the potential loss of life
and property through natural and man -caused
disasters.
B. Advise Project Impact staff and Office of
Emergency Management on adoption and
implementation of projects, including but not
limited to Project Impact programs approved
by the Federal Emergency Management
Agency (FEMA).

8.24.070. Advisory Role.
The committee may:
A. Recommend and make suggestions to
persons, groups and entities concerning
disaster response plans, needed changes in
state or local laws and regulations, and
provide assistance to such persons, groups
and entities to implement such suggestions.
B. Recommend to public authorities standards
for regulating the f iture growth and
development within Deschutes County and
its incorporated cities to address disaster
planning issues in each jurisdiction.
C. Perform such other review and make
whatever other recommendations on disaster
planning matters as may be appropriate or
may be requested by the Board of County
Commissioners or any city council, person,
group or entity.
