MONDAY, MAY 19 2000

Chair Linda Swearingen opened the meeting at 10:00 a.m. Commissioners
present were Linda Swearingen, Dennis R. Luke and Tom DeWolf. Also in
attendance were Sue Brewster, Sheriffs Office; Mike Houser, Geralyn Haas,
George Read and Steve Jorgensen, Community Development Department; and
Michael Maier, County Administrator. Also present were Jim Bonnarens,
Property Management; Adriel McIntosh, Commissioners' Office; George Kolb
and Tom Blust, Road Department; Rick Isham, Legal Counsel; Dan
Peddycord, Health Department; Barbara Lee of the Upper Deschutes
Watershed Council; and several citizens.

Before the Board was a Request for a Fee Waiver for Stephen L. Meeks of
La Pine.
Geralyn Haas of Community Development stated that Mr. Meeks applied for a
conditional use permit for a non-farm dwelling (a house) in 1990, and the
application expired in 1991. She said that in the packet given to the
Commissioners is information detailing the financial hardship details. She
explained that the cost of the conditional use permit is $990, and that there are
additional fees for permits for placement, electric, and septic approvals of
approximately $982.

George Read, Community Development, further explained that the property is
located within Meadow Crest Acres Subdivision. He said that the conditional
use permit requires notice, a written finding and a decision, and that several
have been done in this area. He indicated that this is a subdivision would have
gotten an exception in "the old days", but the developer didn't file the final plat
until about ten years later; therefore, it didn't receive a goal exception.
Therefore, each one of these parcels has to get a non-farm dwelling approval.
He stated that no opposition is anticipated.
Commissioner Swearingen asked how many of these types of requests for fee
waivers are received in a year.
George Read replied that they are very seldom requested, and there is $5,000 set
aside each year for fee waivers for use in hardship cases such as this one. He
stated he feels this is a reasonable request.
DEWOLF: I move approval to waive the $990.00 conditional use permit fee.
