Chair Linda Swearingen opened the meeting at 10:00 a.m. Commissioners present
were Linda Swearingen, Tom DeWolf and Dennis Luke. Also present were
George Read and Dave Leslie, Community Development; Sue Brewster, Sheriffs
Office; Roger Olson, Tom Blust and George Kolb, Road Department; Rick Isham
and Bruce White, Legal Counsel; and Jim Bonnarens, Property Management. Also
present were Adriel McIntosh and Ted Schassberger, Commissioners' Office; Jeff
Mullins, KBND Radio; Brooke Carlson, Z-21 TV, and numerous citizens.

2. Before the Board was a Musical Presentation Given by The High Desert
Middle School Jazz Band
Mike Dugan, District Attorney, presented and Mrs. Steiger, the Director of the
High Desert Middle School Jazz Band. The further explained that the Band had
played in the recent Mt. Hood Jazz Festival, and placed second in their category
from among bands from around the country.
3. Before the Board was a Presentation of Checks to the Commission on
Children and families and to the Central Oregon Arts Association on
Behalf of the Oregon Arts Commission (Central Oregon Grants Given as
Part of the State Legislature's and Oregon Arts Commission's "Arts
Reaching Youth" Initiative)

Wednesday, May 31, 2000 Quality Services Performed with Pride
Commissioner DeWolf explained that the Oregon Legislature in 1997 created
the Arts Reaching Youth program through the Arts Commission to connect the
arts with children in the community that are considered at -risk. He went on to
further explain the following:
The program was developed to demonstrate the range of ways in which
experiences in the arts can help kids who are at risk, and it is a collaborative
effort between the Oregon Arts Commission and the Oregon Youth Authority.
This current year the Arts Commission received 53 proposals totaling $1.7
million in requests for the funds, but the total available funds were only
$260,000. Twelve grants were awarded state-wide, ranging from $10,000 to
$32,000 each., and two of the grants came to Deschutes County.
The Deschutes County Commission on Children and Families was awarded
$10,000 to support the "Through the Eyes of a Child" calendar project, which
connects at -risk youth with skilled photographers to create opportunities for
creative arts and interpersonal experiences with the photographers. The target
population is homeless kids ages eight and older who reside primarily in the
Bill Healy Transitional Family Housing complex. He then presented this award
to Renee Bristow.
Commissioner DeWolf then presented the second award to the Central Oregon
Arts Association for the "Arts of Passage" project. He explained that this is a
repeat award for this project. He further stated that when this program was
performed at Mountain View High School, it coincided with the Arts
Commission meeting being held in Central Oregon; he was able to arrange for
them to view the program, and they were very impressed with the project.
He went on to say that these kids are going to perform for their families, their
peers and friends throughout Central Oregon. He then presented a check for
$25,000 to Cato Hagan, the Director of the Central Oregon Arts Association.

Ordinance No, 2000-008, Amending PL -20, the Deschutes County Year
2000 Comprehensive Plan, to Amend the Map Designating Certain Lands
for Destination Resort Siting, and Declaring an Emergency

5. Before the Board was a Public Hearing and Consideration of Signature of
Ordinance No. 2000-010, Amending Title 18, Deschutes County Ordinance,
to Amend the Combining Zone Map Zoning Certain Lands for Destination
Resort Siting, and Declaring an Emergency.
Dave Leslie of Community Development explained that the two Ordinances are
intended to correct a technical error, based on the technology available at the
time. He explained there has been no public input regarding this issue.

Provide Administrative Services on DUII Forfeiture Cases
Sue Brewster of the Sheriffs Office gave a brief explanation of the Agreement.

7. Before the Board was Consideration of Signature of the Annual Boating
Safety and Law Enforcement Services Contract with the State Marine

Supplying and Hauling of Crushed Rock for the Chip Seal Program

received, and Hap Taylor and Sons was the low bidder.

11. Before the Board was Consideration of Signature of Order No. 2000-066,
Declaring the Result of the Election Held on May 16, 2000, on the Question
of the Formation of Sun Mountain Ranches Special Road District, and
Establishing a Tax Base
Bruce White, Legal Counsel, indicated this establishes a tax rate limit passed at
the election. The formation of a district is a required formality. He stated that
the vote was certified this morning by the County Clerk.

12. Before the Board was Consideration of Signature of Order No. 2000-074,
Authorizing the Sale of Property Located at Arnold Market Road, to
Acquire a Project
Jim Bonnarens, Property Management, explained that the property is
approximately 200 acres with no water rights, valued at $635,000. He stated
that one residence is allowed on the property at this time. The interest rate
needs to be set by the Board, and it is suggested to be at 3% over the local
government investment pool rate.

Dave Leslie of Community Development advised the Board that the Deschutes
County Mitigation and Enhancement Committee is proposing a fall trip to visit
a project. He further stated that their annual report will be available soon.
Being no further discussion, Chair Linda Swearingen adjourned the meeting at
11:05 a.m.
