ORDER NO. 2000-086
WHEREAS, the company holding the solid waste franchise in the Redmond unincorporated
urban area of the Deschutes County, Oregon has requested a rate increase in accordance with County
Policy; and
WHEREAS, the administrator reviewed the request and recommended rates to the Board; and
WHEREAS, the Board reviewed the proposed rate adjustments and reviewed the administrator's
recommendations; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
orders as follows:
Section 1. The rates for the collection of solid waste within the unincorporated Redmond
Urban Area served by High Country Disposal, Inc., set forth in Exhibit B, attached hereto and by this
reference incorporated herein, are hereby approved.
Section 2. The effective date for the rates set by this Order shall be July 1, 2000.

Dear Timm,
The following is the additional information you requested in regards to the requested
rate adjustment for the City of Redmond's UGB area. Historically Deschutes County's
rate setting policy has been to adopt the identical rates in the UGB area as are charged
in the City of Redmond. It is also common for UGB customers to be incorporated into
the City as time goes along. The purpose of this policy is to avoid confusion to the
customer by maintaining consistency between rates, service areas, and service level.
The City of Redmond recently approved an 8.3% rate increase to cover increased costs
of collection service within the City of Redmond. Historical financial information shows
that the returns in the city have been low over the last 3 to 4 years. Hank Hahn
intended to go to the City with a rate increase request in 1998, but due to the sale of the
business on January 1, 1999 was unable to accomplish this. Before making a request,
we operated the business for 14 months to determine for ourselves the actual need.
The major increase in operating costs is a result of increased labor and benefit costs
including medical insurance, the need to upgrade equipment, and other operational
expenses like fuel, etc.
We have approximately 289 residential customers in the UBG area surrounding the
City. The current UGB rates match the City of Redmond rates prior to the 7/1/2000 rate
adjustment. To be consistent with Deschutes County rate setting policy, we are
requesting that the UGB rates be adjusted to match the newly adopted City of Redmond
rates as shown below.

As illustrated, the projected UGB rates are lower on the average then the current
Deschutes County rates (shaded area) and provide monthly recycling service to the
UGB customers. The current rate setting policy allows the UGB customers to take
advantage of the lower average City rates.
High Country Disposal is also giving up potential revenue that would be generated by
charging the UGB Customers the current County rates (shaded area). However, we
feel the benefit of having the rates consistent outweigh the increased revenue. It is
difficult to explain to a City customer why his neighbor in the UGB area has a different
rate for the same service or vise versa.
Since the City of Redmond rate change was effective 7/1/2000, we would appreciate
your early consideration of this rate change request. We bill our UGB customers for
July and August at the end of this month and would like to notify them of the change as
soon as possible as a courtesy.
