The designated speed of 35 m.p.h. be assigned to all of Snow Goose Road from South Century Drive to Sandpiper Road. Section 2. That the County Road official erect appropriate signing according to ORS 810.200 requirements giving notice of the established speed. Section 3. LUI E, COM S IONER TOM DEWOLF, COMKIMSTbNER TO: Board of County Commissioner FROM: Gary Judd, Traffic Engineer DATE: December 29, 1999 SUBJ: Speed zone on Swan and Snow Goose Roads Road Department 61150 S.E. 27th St., Bend, OR 97702 (541) 388-6581 • FAX (541) 388-2719 BACKGROUND Hank Fairbrother, Compliance Officer for the Oregon Water Wonderland Property Owners Association made a request (see attached) to the Road Department for speed limits on Swan Road and Snow Goose Road. Both of these roads are located in Oregon Water Wonderland Subdivision, which is approximately three miles south of Sunriver. Swan Road and Snow Goose Road serve as the main access roads for lots within the subdivision and both roads directly access South Century Drive. The roads are paved and maintained by the Home Owners Association. Deschutes County has been delegated authority to establish speed zoning on low volume (less than 500 vehicles per day) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. INVESTIGATION OF THE REQUEST The Road Department conducted field speed studies on Swan Road and Snow Goose Road. The complete results are in the attached report. The studies consisted of measuring the speed and volume of vehicles using the road. The results of the are: SWAN RD SNOW GOOSE RD average speed 28 MPH 26 MPH 85% speed 37 MPH 33 MPH volume 490 vpd* 495 vpd Accidents (1997 - 99) 0 3 *vpd — Vehicles Per Average Day The Road Department forwarded the speed zone request to the Sheriff's Department for review. Pete Penzenik of the La Pine Sheriff's Office recommended (see attached letter) that a speed limit of 35 MPH be set on both of these roads. RECOMMENDATION The Road Department recommends that the Board of County Commissioners approve the Order setting the speed liinits of 35 MPH on both Swan Road and Snow Goose Road. If the Board establishes a speed zone the Road Department will install the speed signs as soon as possible. E. 27'" St. Bend, Or. 97702 Dear Gary: Once again, thanks for the Traffic Study which was done so promptly. We certainly were not expecting such a quick response! The Board of Directors would like very much your assistance in establishing a State and/or County approved speed limit for Oregon Water Wonderland Unit II. Therefore, please consider this letter as a formal request for you to do so. After due consideration, the Board has decided that a speed limit of 35 miles per hour would be acceptable for Snow Goose Rd. and Swan Rd. if you agree that the Traffic Study does in fact reflect that. Without any further study, the Board has also agreed that 25 miles per hour should be adequate for the rest of the streets within OWW II. If that doesn't make sense to you, please let me know. My basic understanding from our previous conversation is that, once you receive approval for the 35 mph on Snow Goose Rd. and Swan Rd., the County Road Department will place the signage in the appropriate locations and the signs for the remaining streets will be our responsibility. This road is paved and there is not a legally posted speed limit on the road. The road is paved and narrow, with no lane marking lines. There are curves on the road. This is one of the main roads into the Oregon Water Wonderland subdivision. I would recommend a posted speed limit of 3 5 MPH. I would also recommend a speed survey on Swan Rd, the only other main road into this subdivision. Swan Rd is straight and does not get the volume of traffic that Snow Goose Rd gets.
