Luke Tom DeWolf DESCHUTES COUNTY BOARD OF COMMISSIONERS WORK SESSION MONDAY, SEPTEMBER 25, 2000 Present were Commissioners Linda Swearingen, Tom DeWolf and Dennis Luke. Also present was Mike Maier, County Administrator; Rick Isham and Mark Amberg, Legal Counsel; Ron Meckler, 9-1-1 County Service District; Geralyn Haas, Chris Schmoyer, Christy Morgan, Roger Everett and Kevin Harrison, Community Development; Tom Blust and Gary Judd, Road Department; and Ted Schassberger, Commissioners' Office. Also in attendance were Timm Schimke, Solid Waste Department; and Barney Lerten of the media. Chair Linda Swearingen opened the meeting at 10: 02 a.m. Addition to the Agenda Before the Board was Consideration of Approval of a Justice Court Undertaking Document. Mark Amberg, Legal Counsel, explained that Statute requires this document, which could be called a security deposit, be filed. He said that this is a requirement if the County seat is not included in the District; and this is the case since Bend is the County seat. He stated that the amount is $2,500, and acts as a guarantee if the money collected does not get deposited and distributed to the property entities.. He requested the Board have the County make the deposit on behalf of the Justice of the Peace. Before the Board was Consideration of Signature of Resolution No. 2000- 074, Initiating Proceedings to Improve Certain Roads Located Within the Valeview Local Improvement District. Gary Judd of the Road Department stated that 24 petitions to form the LID were received from a total of 38 property owners. He indicated the approximate cost per lot is $7,800. LUKE: I move approval. Before the Board was Consideration of Signature of a Road Dedication Creating Access to a Land -locked Parcel off Somerset Drive (near Bear Creek Road). Tom Blust of the Road Department said this action would extend a cul-de-sac and provide access to a land -locked parcel. He stated he recommended approval. LUKE: I move approval. Before the Board was Consideration of Approval of Change Order No. 5 to the CAD System Contract with HiTech Systems. Ron Meckler of the 9-1-1 County Service District indicated that the purpose of the change order is to add a new interface not detailed in the original contract. He said it amounts to an $11,000 worth of change order, but eventually will have only a $1,000 impact. DEWOLF: I move approval SWEARINGEN: Second. VOTE: LUKE: Aye. DEWOLF: Yes.
