DESCHUTES COUNTY BOARD OF COMMISSIONERS
WORK SESSION MEETING
MONDAY, SEPTEMBER 189 2000
Present were Commissioners Linda Swearingen, Tom DeWolf and Dennis Luke;
also present were Mike Maier, County Administrator; George Read, Kevin
Harrison, Damian Syrnyk, Catharine Tilton, Roger Everett and Chris Schmoyer of
Community Development. Also in attendance were Gary Smith, Mental Health
Department; Dan Peddycord, Health Department; Judy Sumners, Risk
Management; Jim Bonnarens, Property Management; various representatives of the
media; and several members of the public.
Chair Linda Swearingen called the meeting to order at 10:00 a.m.
11. Before the Board was a discussion and consideration of an offer made
by William Greeley on County -owned Property located at 9th and
Antler, Redmond.
Jim Bonnarens, Property Manager, explained that the property is the 40 -acre
industrial zoned property previously used for log processing, now covered
with bark and other wood material. He indicated the proposed buyer,
William Greeley, has offered to buy it at $690,000, the appraised price, if the
County agrees to dispose of and haul off the bark, and arranges to compact
the land afterwards. He said he recommends against accepting this offer;
and that there has been interest in this land from other parties.

20. and 21. Before the Board was Ratification of Chair Signature of OLCC
License Renewals for La Pine Chevron and Ponderosa Pizza, La
Pine.
LUKE: I move approval of Agenda Items No. 20 and 21.
SWEARINGEN: I second.
VOTE: LUKE: Aye.
DEWOLF: Yes.
SWEARINGEN: Chair votes aye.
Before the Board were Additions to the Agenda.
a) Jim Bonnarens explained that the County wishes to acquire a property in
Deschutes River Woods that would be utilized for emergency access
purposes. He said that the owners want what a similar nearby property had
just gotten, $45,000.
LUKE: I move approval of payment up to $45,000, subject to legal
review.
DEWOLF: Second.
VOTE: LUKE: Aye.
DEWOLF: Yes.
SWEARINGEN: Chair votes aye.
b) The Board conducted a general discussion about the situation surrounding
the Fair Association's financial difficulties in handling the Fairgrounds.
Chair Linda Swearingen explained that the County needs to recruit an
interim manager for the facility, followed by a professional manager.

SWEARINGEN: I move that the County commit to up to $20,000 out of
the Personnel budget for the recruitment of management
for the Fairgrounds facility.
