MEETING OF THE BOARD OF COUNTY COMMISSIONERS
WEDNESDAY, SEPTEMBER 27, 2000
HELD AT MOUNTAIN VIEW HIGH SCHOOL, BEND, OREGON
Present were Board of County Commissioners Linda Swearingen, Dennis Luke
and Tom DeWolf. Also present were Mike Maier, County Administrator; Susan
Mayea, Commissioners' Office; Susie Penhollow, County Clerk; and Geralyn
Haas, Chris Schmoyer and Christy Morgan, Community Development Department.
Also in attendance were Greg Brown, Sheriff and incumbent candidate for Sheriff,
and Les Stiles, candidate for Sheriff. Also present were Larry Kimmel, Curt
Wagoner, Mike Daly and Randy Gordon, candidates for Board of County
Commissioners Position #2; various school administrators and teachers;
approximately 150 students of Mountain View High School; and several other
interested citizens.
The Candidates' Forum took place beginning at approximately 9:30 a.m., and
continued until approximately 10:40. The candidates introduced themselves and
each explained his background, opinions on pressing issues, and how he would
hope to serve the citizens of Deschutes County if he were elected.
Students asked a variety of thoughtful questions, including some relating to public
safety issues, the environment, the Bend airport, transportation and local problems
relating to rapid population growth; and received a variety of answers from the
candidates.

Chair Linda Swearingen called the meeting to order at 10: 45 a.m.
1. Citizen Input.
None was offered.
2. Before the Board was a Public Hearing Regarding the Development
Agreement Proposed by the West Bend Traffic Consortium.
(This Hearing had been continued from Wednesday, August 23, 2000).
Commissioner DeWolf pointed out that the City of Bend has not yet reached the
point where a decision can be made on this issue. He suggested the County's
hearing be continued again, until Wednesday, October 25, 2000.
DEWOLF: I move that the hearing be continued until Wednesday,
October 25, 2000.

3. Before the Board was a Discussion of a Proclamation and Adoption of
Resolution No. 2000-068, Declaring October as "National Employment of
People with Disabilities Awareness Month".
Kristi Svendsen explained that this is the sixth consecutive year that Deschutes
County has made this proclamation; and she is pleased that Jefferson County and
Crook County are now following Deschutes County's lead in this regard.
Chair Swearingen then read the Proclamation.

4. Before the Board was a Presentation of a Grant in the Amount of $500 to
Central Oregon Resources for Independent Living (CORIL) for Advertising
Sponsorship of "October is National Employment of People with Disabilities
Awareness Month".
Commissioner Swearingen indicated this grant is being processed out of video
lottery grant funds, and the check will be sent out soon.
5. Before the Board was Discussion of a Proclamation Designating the Week of
October 1 - 7 as Deschutes County 4-11 Week.
David J. White of the 4/H - Oregon State University Extension Service explained
some of the services provided to the local community by 4-14.
Commissioner Swearingen then read the Proclamation designating the week of
October 1 through 7 as Deschutes County 4-H Week.

6. Before the Board was Consideration of Signature of Resolution No. 2000-075,
Directing the Solid Waste Department to Implement the Solid Waste
Management Planning Timeline.
Commissioner DeWolf stated that after about a dozen years in the making, and a
lot of hard work contributed by various groups and individuals, this is finally
coming together.

Contract for Solid Waste Consulting Services.

8. Before the Board was Consideration of Approval of the Hiring of a Mental

10. Before the Board was Consideration of Signature of Ordinance No. 2000-017,
to Codify the Deschutes County Comprehensive Plan as Title 23.
Christy Morgan indicated that a clarification in the wording had been completed.
Rick Isham said that the emergency clause is necessary as it makes the use of the
code more manageable; that it is a service to all users to update the plan right away.

Rick Isham stated that the amended conditions of approval were received late
yesterday and should be ready for signature soon.

12. Before the Board was Consideration of Approval of a Business Loan to the La
Pine Industrial Group for Lot Improvements.
Susan Mayea explained that this is a lot to the La Pine, Industrial Group to help
with the cost of work on the streets, for drainage and water lines.
Commissioner Luke asked why COIC is handling the loan and getting a loan fee;
he explained that he thought this type of loan could be handled in-house, which
would save the cost of the loan fee.
Ms. Mayea stated that it is much easier to have COIC handle the loan, as they have
handled many others in the future and are set up to do so.
Commissioner Luke said that this is basically a loan to the County on its own
property, and wants further discussion to occur regarding this issue in the near
future.

Chair Swearingen indicated interviews had been conducted to select a new
member of the Planning Commission, and the unanimous choice of the members
of the selection committee was Tammy Sailors of Bend.
