WHEREAS, Deschutes County has received a grant from Environmental Protection
Agency; and
WHEREAS, these new grant funds need to be appropriated; and
WHEREAS, ORS 294.326(2) allows the appropriation and expenditures of new grant
funds designated to specific purposes; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following grant be budgeted:

RE: Appropriation of Grant Revenue
As you know, Deschutes County was selected last year by the Environmental
Protection Agency as a host county for the National On -Site Demonstraton project
(experimental septic systems). Deschutes County will share the grant award with the
Oregon State Department of Environmental Quality (DEQ) in carrying out the project.
When the FY 2000-01 budget was prepared, we were unsure how funds were to be
shared with DEQ and which organization would make payments to experimental
system vendors and installers, and what the scope of work would be this fiscal year.
As a result, the current budget at this point reflects only the reimbursement to
Deschutes County of administrative and overhead costs (3643 — Environmental
Health -EPA Grant - $115,077). We now know that the bulk of these payments
(approximately $450,000 this year) will be made by the County. It is therefore
necessary to add appropriation for these new grant funds. The detail for the
modification is outlined below.

revenue ($109,816). This modification also adds grant revenue to correct that
imbalance.

In addition, please find attached a master capital outlty Q intended to cover all
capital outlay expenditures for purchase and installation of septic systems under the
project. An overall approval is appropriate given the singular nature of the

demonstration project. Attached to the form is a brief description of this portion of the
demonstration project along with the process undertaken to select the experimental
systems to be installed.
