RESOLUTION NO. 2000-077 WHEREAS, the owners of property abutting the proposed improvement of all of 94th Street and all of 97th Street located in First Addition to Whispering Pines Estates Subdivision in Deschutes County, Oregon, have requested the Board of County Commissioners to improve this/these road(s); and WHEREAS, it appears that such road(s) should be improved; and WHEREAS, it appears that it is in the public interest that the Road Department of Deschutes County, Oregon, perform the required feasibility study for this improvement; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That proceedings be initiated to improve all of 94th Street and all of 97th Street to Deschutes County Rural Local Road Standards for the benefit of the area described in Exhibit "A", attached hereto and by this reference incorporated herein. Section 2. That the dedicated roads to be improved within the district described in Section 1 of this Resolution are all of 94th Street and all of 97th Street, shown on the map, Exhibit "B", attached hereto and by this reference incorporated herein. Section 3. The roads to be improved as a result of this Resolution shall be improved to County Rural Local Road Standards. 1 - RESOLUTION NO. 2000-077 Section 4. Improvements to be made to the roadway within the district include, but are not limited to, reconstruction of the roadway to a 25 foot wide paved road with 4 foot aggregate shoulders, and adequate drainage, as well as related engineering, administration, mobilization and traffic control work. Section 5. This Resolution shall hereby be referred to the Engineer for completion of a feasibility study in accordance with Chapter 12.48.150 of the Deschutes County Code. The Engineer may engage the services of any qualified engineer for all or part of the investigation required under Chapter 12.48.150 of the Deschutes County Code. There are sixty-two lots that would be benefited by the roads being improved in this LID. The thirty-two petitioners represent 52% of the property owners, according to County Code at least 25% of the owners must sign the petition. The Whispering Pines subdivision is located between Bend and Redmond and is accessed via Tumalo Road or South Canal Boulevard. There is 1.7 miles of roads included within the proposed boundaries of the 97th Street LID. Cost to improve these roads to County standards is approximately $450,000 or $7,300 per benefited lot. The Road Department recommends that the Board approve Resolution No. 2000- 077 to initiate the 97th Street Local Improvement District. If the Board decides to initiate this LID, the next steps in the process will be for the engineer to complete a feasibility study and meet with the property owners.
