MEMORANDUM
TO: Board of County Commissioners
FROM: Gary Judd, Traffic Engineer
SUBJ: 97th Street LID
DATE: October 11, 2000
Road Department
61150 S.E. 27th St., Bend, OR 97702
(541) 388-6581 • FAX (541) 388-2719
The Road Department received petitions from thirty-two property owners along
94th and 97th Streets in the Whispering Pines subdivision to form a Local
Improvement District (LID). There are sixty-two lots that would be benefited by
the roads being improved in this LID. The thirty-two petitioners represent 52% of
the property owners, according to County Code at least 25% of the owners must
sign the petition.
The Whispering Pines subdivision is located between Bend and Redmond and is
accessed via Tumalo Road or South Canal Boulevard. There is 1.7 miles of roads
included within the proposed boundaries of the 97th Street LID.
Cost to improve these roads to County standards is approximately $450,000 or
$7,300 per benefited lot.
The Road Department recommends that the Board approve Resolution No. 2000-
077 to initiate the 97th Street Local Improvement District. If the Board decides to
initiate this LID, the next steps in the process will be for the engineer to complete
a feasibility study and meet with the property owners.
