Chair Linda Swearingen brought the meeting to order at 10: 00 a. m.
Present were Commissioners Linda Swearingen, Tom De Wolf and Dennis Luke;
Paul Blikstad, Kevin Harrison and Tom Anderson, Community Development
Department; Scott Johnson, Commission on Children and Families; Gary Judd
and Dick Johnson, Road Department; Michael Johnson, Kim Jones and Sue
Brewster, Sheriffs Department; and Jim Bonnarens, Property Management. Also
present were Rick Isham, Legal Counsel; Renee Warner, Building Services; Nancy
Gilbertson, Community Dispute Resolution Program; members of the media; and
several citizens.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was the Appointment of Tracy Thornton as Alternate
Recording Secretary.

3. Before the Board was the Approval and Reading of a Proclamation
Designating November 2000 as MEDIATION MONTH in Deschutes
County.
Nancy Gilbertson of the Community Dispute Resolution Program asked that
Board of County Commissioners follow the lead of Governor Kitzhaber, and
proclaim November 2000 as Mediation Month in Deschutes County. She was
encouraged to read the Proclamation.
The Board decided that this adoption would occur at Wednesday's meeting at
La Pine High School.
7. Before the Board was Consideration of Approval of an Executive
Summary - Community Plan, Phase I Report to the State of Oregon.
Scott Johnson of the Commission on Children and Families gave a brief
overview of this Executive Summary, which details the needs of the
community. He said that the State requires the Board of Commissioners
approve the information that is being submitted. The information will
eventually go to the legislature for its review.

8. Before the Board was Consideration of Signature of Resolution 2000-077,
Initiating 97th Street, Bend, Local Improvement District.
Gary Judd of the Road Department gave a brief overview of this LID, which is
located in the Whispering Pines subdivision between Bend and Redmond.

10. Before the Board was Consideration of Signature of Order No. 2000-109,
Authorizing the Sale of County -Owned Property Located off Gerking
Market Road, Bend, to William Pledger.
Jim Bonnarens explained that the property's minimum bid was $185,000, and
Mr. Pledger's offer on this 40 -acre parcel was $187,900.

11. Before the Board was Consideration of an Offer to Purchase County -
Owned Property off Dodds Road, near Alfalfa.
Jim Bonnarens explained that the appraised value is $270,000, and the original
offer was $240,000, and the new offer is at $257,000. He recommended, based
on the appraiser's figures, that this offer also be rejected and that $270,000
should be the County's bottom line.
DEWOLF: I move that we reject the offer of $257,000.

13. Before the Board was Consideration of Chair Signature of an Oregon
Liquor Control Commission License Application for Terrebonne
Thriftway.

14. Before the Board was a Discussion of a Wall Mural and Other Items
Relating to the New Health and Mental Health Services Building in Bend.
A general discussion occurred between Renee Warner, Rick Isham and the
Commissioners regarding artwork and bicycle racks in the building. Rick
Isham explained that the Art Committee has done a remarkable job, and even
though these items would go over the allotted budget for artwork and for a
bicycle rack, other items have kept the cost under budget. He recommended
approval of both items so that he can add them to the completion contract
extension he is completing.
