The meeting was preceded by a "candidates' forum'; consisting of those
individuals who are running for the office of County Commissioner and Sheriff.
Chair Linda Swearingen brought the meeting to order at approximately 10:00 a.m.
Present were Commissioners Linda Swearingen, Tom De Wolf and Dennis Luke;
Kevin Harrison, Community Development Department; Dick Johnson, Road
Department; Rick Isham, Legal Counsel; members of the media; approximately 50
students and other citizens.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was a Discussion of a Public Hearing Regarding the
Development Agreement Proposed by the West Bend Traffic Consortium.
As the City of Bend has just adopted the Agreement and the County still has
some work to do on its part of the issue, it was decided that the Public Hearing
should be continued until approximately 10:00 a.m., Wednesday, November 8,
2000.

3. Before the Board was a Public Hearing of Order No. 2000-088, Vacating a
Portion of Main Street in La Pine.
Dick Johnson explained that this concerns the development of the new bank in
La Pine, which is supposed to open next week. The vacation of this section of
Main Street in front of the bank, which will not contain any structures, would
allow some parking and landscaping. An easement would still be in effect for
underground utilities.
Chair Linda Swearingen then opened the Public Hearing.
Being no public input offered, Chair Linda Swearingen closed the Public
Hearing.

DEWOLF: Yes.

4. Before the Board was the Approval and Reading of a Proclamation
Designating November 2000 as MEDIATION MONTH in Deschutes
County.
A brief discussion occurred regarding the services and benefits of dispute
resolution.

5. Before the Board was Consideration of Approval of Ambulance Service
Area Franchise Applications, to be Effective through June 30, 2003.
LUKE: I would move approval of the Ambulance Service Area
Franchise Applications, as recommended by the ASA Advisory
Committee.

CONVENE AS THE GOVERNING BODY OF THE EXTENSION/4-11

6. Before the Board was Consideration of Approval of the Extension/4-11
County Service District's Weekly Accounts Payable Vouchers in the
Amount of $3,898.82.

9. ADDITIONS TO THE AGENDA:
Before the Board was Consideration of Signature of an
Intergovernmental Agreement between the City of Sisters and
Deschutes County to Merge the Municipal Court for a Trial Period of
One Year.
Sheriff Greg Brown brought this document before the Board, and indicated
County Legal Counsel had written it.
