Chair Linda Swearingen brought the meeting to order at 10:00 a.m.
Present were Commissioners Linda Swearingen, Tom De Wolf and Dennis Luke;
Paul Blikstad, Ed Pecoraro, Steve Jorgensen, Geralyn Haas and George Read,
Community Development Department; Gary Judd and Dick Johnson, Road
Department; Timm Schimke, Solid Waste Department; and Jim Bonnarens,
Property Management. Also present were Ted Schassberger, Commissioners'
Office; Rick Isham, Legal Counsel; Nancy Craven, Attorney; members of the
media; and several citizens.
1. Before the Board was Citizen Input.
None'was offered.
2. Before the Board was Consideration of the Renewal of a Contract with
Central Oregon Resources for Independent living (CORIL) to Provide
Personal Care Services to Residents of Emma's Place.

3. Before the Board was Consideration of Signature of a Lease Agreement
with COCAAN, Addressing the Reduction of the Amount of Space that the
County Uses within COCAAN's Redmond Offices.

6. Before the Board was a Discussion of Signature of Order No. 2000-112,
Assigning the Name of Anika Lane to an Unnamed Road off Old Deschutes
Road.

8. Before the Board was Consideration of Signature of Order No. 2000-010,
Accepting Willamsen Annexation into Deschutes County Rural Fire
Protection District #2, and Setting a Hearing Date.
Rick Isham explained that the date set for the hearing is December 6, 2000.

9. Before the Board was Consideration of Signature of Order No. 2000-080,
Declaring Intent to Appropriate Real Property (off Deschutes Market
Road), and Authorizing the Oregon Department of Transportation to
Proceed with Acquisition and Condemnation Proceedings.

Discussion occurred regarding who would take the lead on this; it was
determined that ODOT has agreed to do so.

Before the Board was Consideration of Signature of a Lease Renewal with
the Redmond Rod and Gun Club.
Jim Bonnarens explained that this would be a two-year extension, and he will
work with them as to a future lease.

Before the Board was Consideration of Approval of an Easement from
Deschutes County to Avion Water Company.
Jim Bonnarens explained that this is an easement across Knott Landfill
property; he worked with Timm Schimke to identify the appropriate location.
(The location of the easement was then identified on an oversized map)

Commissioner Luke asked if this would provide water to the eventual County
park to be located on the corner. Timm Schimke explained that Avion Water
Co. is providing about 300 feet of main line and a hydrant for the composting
area, and a metered fill station for loading the water trucks. He further
explained that they will be able to install an irrigation system by tapping into
the current main.
Jim Bonnarens stated that Avion is giving the County over $12,000 of
improvements for the right to the easement.

13. Before the Board was Consideration of Signature of Order No. 2000-113,
Transferring Cash Among Various Funds as Budgeted in the Fiscal Year
2000-01 Deschutes County Budget, and Directing Entries.

14. Before the Board was Consideration of Signature of a Letter Appointing
Jack Boesch to Special Road District No. 8.
