Luke MINUTES BOARD OF COUNTY COMMISSIONERS' MEETING Wednesday, November 22, 2000 Chair Linda Swearingen opened the meeting at 10:00 a.m. Present were Commissioners Linda Swearingen, Tom DeWolf and Dennis Luke. Also present were Mike Maier, County Administrator; Paul Blikstad and Kevin Harrison of Community Development; Rick Isham, Legal Counsel, Barney Lerten, Media; and Commissioner -elect Mike Daly, Sheriff -elect Les Stiles and one other citizen. 1. CITIZEN INPUT There was none offered. 2. Before the Board was a Presentation of "Building a Better Central Oregon" Plaque from the Central Oregon Association of Realtors to the Deschutes County Board of Commissioners and the Deschutes County Fair Board for Outstanding Design & Concept - Deschutes County Fairgrounds and Expo Center. Commissioner Luke expressed his pleasure in the County receiving this plaque, which represents the work of the County and a tremendous amount of work from volunteers. Before the Board was a Presentation of "Building a Better Central Oregon" Plaque from the Central Oregon Association of Realtors to the Deschutes County Board of Commissioners for Outstanding Design & Concept - Becky Johnson Community Center. Jan LaChapelle of the KIDS Center read the letter from the Central Oregon Association of Realtors that had accompanied the plaque, which will hang in the new building. 4. Before the Board was a Postponement of the First and Second Reading, and Adoption of Ordinance No. 2000-021 (Zone tax) and Ordinance No. 2000-022 (Map) of the Airport Safety Combining Zone. This item was postponed until Wednesday, December 6, 2000, at the Board's regular meeting scheduled for 10:00 a.m. 5. Before the Board was a Discussion of the Cascades Highlands Development Agreement as Proposed by the West Bend Traffic Consortium. Rick Isham said that the Findings are not complete and that this item should be postponed for another week, until Wednesday, November 29, 2000, at the Board's regular meeting scheduled for 10:00 a.m. 6. Before the Board was Consideration of Signature of a Letter Appointing Kathy Bryson to the River Bend Estates Special Road District. LUKE: I move approval. DEWOLF: Second. VOTE: LUKE: Aye. Signature of Order No. 2000-118, Accepting a Petition for Designation of Territory as "Summit Acres No -Shooting District", and Setting a Hearing Date. 11. Signature of an Agreement with the Oregon Department of Transportation's Public Transit Division for Capital Funding for Two Vehicles (for the Residential Assistance Program).
