WHEREAS, it is necessary to transfer appropriations within the Deschutes County
Budget;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following transfers of appropriations be made:

Subject: RESOLUTION
Marty, to give you a little background on what I mentioned to you this
morning. It looks as though the Commissioners will sign a Professional
Services Contract with the County Medical Examiner. As you may remember Dr.
Knapp, the former medical examiner, was receiving approximately $500.00 per
month from our Fund 001, plus $85.00 per medical investigation (unattended
deaths). When Dr. Knapp resigned as medical examiner, back in December of
1998, the Commissioners appointed Dr. Laura Robin. From December 1998 the
only compensation Dr. Robin has received has been the per medical
investigation fee of $85.00 per unattended death. In September Dr. Robin
spoke to me about receiving an additional fee for administrative costs and
possibly an increase in the per medical investigation fee, as well as a
retroactive per month fee from December 1998. 1 spoke with Mike Dugan and
Mike Maier, and it was recommended that we enter into a Professional
Services Contract with Dr. Robin. Over the holidays Mark Amberg was able to
look over the draft of a Professional Services Contract and yesterday he
called me with some changes, which I have incorporated. Also, yesterday
Mike Dugan met with the Commissioners and they have tentatively agreed to
sign the Professional Services Contract.
What the Contract states is that the DA's office will pay Dr. Robin a
monthly fee of $500.00 to cover administrative cost. These administrative
cost are monthly or quarterly trainings of deputy medical examiners (police
officers), as well as the time Dr. Robin spends at the quarterly child
fatality board. Dr. Robin and Dr. Chaffey (Dr. Robin's backup) will both
receive $150.00 per medical investigation.
In this year's budget, line item 33-80, Medical Investigation, we only
budgeted $8,100.00, based upon what was spent last year. Last year we had
106 medical investigations, year-to-date we have had 45 medical
investigations. Simply using those numbers we can expect angther 61 medical
investigations. Of the 45 medical investigations, Dr. Chaffey has performed
13, which he has been paid $85.00 for each or $1,105.00. Dr. Robin has
performed 32, which she has been paid $85.00 for each or $2,720.00. Already
we have spent $3,825.00 of the $8,100.00 we have budgeted, leaving us
$4,275.00 in our present budget. We propose to retroactively reimburse Dr.
Robin and Dr. Chaffey , the difference of $150.00 (the new proposed fee) and
$85.00 (fee already paid) or $65.00 for each medical investigation they have
performed from July 1, 2000, or $2,080.00 for Dr. Robin and $845.00 for Dr.
Chaffey, for a total of $2,925.00. This will bring us up-to-date, however
it will only leave us $1,350.00 in our present budget. Assuming we will

have another 61 medical investigations at $150.00, or $9,150.00, we will
realize a $7,800.00 deficit.
Additionally, we will retroactively reimburse Dr. Robin for her monthly
administrative cost of $500.00 per month from July 1, 2000, or $2,500.00
(July through November). Adding to our $7,800.00 deficit, giving us an
additional deficit of $10,300.00, with the remainder of the fiscal year
creating an even greater deficit of approximately $3,500.00 (December
through June) for a total of $13,800.00 deficit.
Mike Maier predicted that we will be approximately 50K under expended in our
Personnel Services Category. We would like to move $14,000.00 from our
Personnel Services Category into our Materials & Services Category, line
item 33-80.
