DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 31, 2001
Chair Tom DeWolf opened the meeting at 11:05 a.m.
Present were Commissioners Tom De Wolf, Dennis Luke and Mike Daly. Also
present were Chris Schmoyer and Paul Blikstad, Community Development; Jim
Bonnarens, Property Management; Mike Maier, County Administrator; Jennifer
Scanlon, Commissioners' Office; representatives of the media; and approximately
eight citizens.
1. Before the Board was Citizen Input.
Louisamae Benson appeared before the Board to discuss the problem of cellular
telephone use by youthful drivers. She indicated she had met with previous
Sheriff Greg Brown, current Sheriff Les Stiles, the Chiefs of Police of local
cities, and others. She submitted a list of regulations she feels should be
instituted (Exhibit A, attached).
Commissioner DeWolf suggested she contact Representatives Knopp and
Westlund to find out if the Legislature is working on a measure addressing this
problem. Mike Maier stated that he believes the City of Hillsboro has a similar
restriction on their books, and perhaps other cities do as well.
Commissioner Luke said that he would do some investigating to determine if the
Legislature is planning to address this issue, and would get back to Ms. Benson
with his findings.

2. Before the Board was Consideration of Adoption and Signature of Findings
and Decisions for File #IA -00-6, and Ordinances No. 2001-008 and 2001-012
- Two Development Agreements Associated with Files ZC-99-1/PA-99-4
(Barclay Meadows Business Park) and Files ZC-99-3/PA-99-5 (Sisters School
District 46).
A brief discussion with Chris Schmoyer and Rick Isham occurred.
Commissioner DeWolf submitted a written, prepared statement (attached as
Exhibit B).
