DESCHUTES COUNTY BOARD OF COMMISSIONERS
Monday, March 26, 2001
Chair Tom DeWolf brought the meeting to order at 10:05 a.m.
Present were Commissioners Tom De Wolf, Dennis Luke and Mike Daly. Also
present were Mike Maier, County Administrator; Paul Blikstad, Community
Development; Rick Isham and Laurie Craghead, Legal Counsel; Gary Judd,
Road Department; Jim Bonnarens, Property Management; Susan Mayea, Ted
Schassberger and Jenny Scanlon, Commissioners' Office; Bob Quitmeier, City
of Redmond; Randy Davis, Redmond Rural Fire Department; several citizens
and two media representatives.
1. Before the Board was Citizen Input.
No citizen input was offered.
5. Before the Board was Consideration of the Award of a Contract for the
Overlay of Hamby Road, Neff Road and Smith Rock Way.
Gary Judd explained that Houck Company of Salem was the low bidder, and
the Road Department would like to issue an intent to award to them. He
indicated the price given was favorable enough to allow for Neff Road to be
made wider, to accommodate bike paths.
LUKE: I move signature of Intent to Award letter.

6. Before the Board was Consideration of Whether the Board Should Hear
an Appeal of Hearings Officer's Decision, Submitted by High Desert
Development Partners, on the Conceptual Master Plan for the
Huntington Ranch Destination Resort.
Paul Blikstad indicated the applicants would like to address this issue de
novo on only two issues, #30 and #31, regarding permanent and secondary
access roads.
LUKE: I move that the Board hear this appeal.
DEWOLF: Second.
VOTE: LUKE: Yes.
DALY: Yes.
DEWOLF: Chair votes yes.
ADDITIONS TO AGENDA
B. Before the Board was Consideration of Signature of Order No. 2001-036,
Authorizing the Sale of County -owned Property to Rock Rim, LLC.
Jim Bonnarens stated that this property is landlocked, and he has an earnest
money offer for full price from an adjacent owner.

C. Before the Board was Consideration of Acceptance of an Offer to
Purchase County -owned Property Located at 61" Street and Gift Road.
Jim Bonnarens explained that the proposed purchaser had previously made
an offer to purchase this property, which was countered. The proposed
purchaser has come back with a new offer at the price the County had
requested during the previous counter-offer stage. The offered price is at
$20,000 less than the listed price, but the appraiser indicates it falls within
fair market value. The offered price is $265,000, with the buyer having to
provide a survey.
LUKE: I move approval of signature of the offer as described.
DALY: Second.

Being no further agenda items offered, Chair Tom DeWolf closed the meeting at
