An Order Authorizing the expenditure of County Road * COUNT i CLEtri
Funds to construct and maintain an emergency access *
road from Deschutes River Woods Subdivision to U.S. *
Highway 97, located in Deschutes County, Oregon and *
declaring an emergency.
ORDER NO. 2001-045
WHEREAS, Deschutes River Woods Subdivision, located in Deschutes County, is
provided primary vehicular access via County Roads; and
WHEREAS, in the event of a natural disaster such as wildfire or other destructive
force the County Roads providing access to Deschutes River Woods Subdivision may be
closed or rendered impassable; and
WHEREAS, an alternate access route to evacuate the residents of Deschutes
River Woods is critical in the event of such disaster; and
WHEREAS, the County Road Official has recommended the expenditure of County
Road Funds to construct a road for the purpose of providing emergency access for the
residents of Deschutes River Woods; and
WHEREAS, the Board of County Commissioners may authorize the expenditure of
Road Funds for non -county roads during an emergency, in accordance with ORS
368.715; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDERS as follows:
Section 1. That the need for adequate alternate access to Deschutes River
Woods Subdivision is a critical situation and an emergency is declared.
Section 2. That the County Road Official is authorized to expend Road Funds to
construct an emergency access road into Deschutes River Woods Subdivision, located in
Deschutes County, Oregon, as shown on Exhibit "A", attached hereto and by this
reference incorporated herein.

Section 3. That the expenditure of Road Funds authorized herein shall be for the
construction and on-going maintenance of said emergency access road.

RE: Expenditure of Road Funds on Deschutes River
Woods Emergency Access

Background:
Deschutes County has received land use approval as well as approvals from BNSF
Railroad and ODOT to proceed with the construction of an emergency alternate access
route from Deschutes River Woods.
An Order from the Board of County Commissioners is required to allow the expenditure
of dedicated road funds on anon "county road" project. The attached Order (No.2001-
045) declares the construction of the Deschutes River Woods access to be an emergency
and provides authorization for the expenditure of road funds on the project.
Recommendation:
I recommend signature of Order No. 2001-045, authorizing the expenditure of County
Road Funds to construct a road for the purpose of providing emergency access for the
residents of Deschutes River Woods.
