Luke MINUTES OF WORK SESSION Mike Daly DESCHUTES COUNTY BOARD OF COMMISSIONERS MONDAY, JUNE 49 2001 Present at the meeting were Commissioners Tom De Wolf, Dennis Luke and Mike Daly. Also present were Mike Maier, County Administrator; George Read, Damian Syrnyk, Steve Miller, Kevin Harrison, Doreen Blome' and Paul Blikstad, Community Development; Scott Johnson, Commission on Children & Families; Jenny Scanlon and Ted Schassberger, Commissioners' Office. Also in attendance were Jim Bonnarens and Tammy Credicott, Property Management; Laurie Craghead, Legal Counsel; Judy Sumners, Risk Management; Media Representatives Jeff Mullins of KBND Radio and Barney Lerten of Bend. com; and five citizens. Chair Tom De Wolf opened the meeting at 10: 00 a. m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Presentation of the Central Oregon Broadband Access Feasibility Study and the Telecommunications Program Sustainability Plan. Andrew Spreadborough and Ric Ingham of the Central Oregon Intergovernmental Council gave an overview of the study and the purpose of the plan. Board of Commissioners' Work Session Page 1 of 3 Pages Monday, June 4, 2001 Quality Services Performed with Pride Mr. Spreadborough stated the purpose of the study was to evaluate emerging statewide telecommunications opportunities to determine which opportunities would best provide needed telecommunications improvements in this region, and determine where local action would be needed. Mr. Spreadborough and Mr. Ingham indicated that the required amount of funding - $10,000 over two years - has not been budgeted by the County; Commissioners DeWolf and Luke stated this could probably be handled through lottery funds. Before the Board was Discussion and Consideration of Signature of Order No. 2001-067, and Signature of a Deed Authorizing the Transfer of Industrial -Zoned Property (Located at 9th & Hemlock, Redmond) from Deschutes County to the Humane Society of Redmond. Before the Board was a Discussion and Consideration of Signature of a Deed of Dedication for a Right -of -Way for a Road Improvement Project, to be Dedicated by Deschutes County and Accepted by the City of Bend. Commissioner Luke wished to state at this time a potential conflict of interest, as his property located off Reed market Road could in some way be affected by this right-of-way dedication. This item was placed on the consent agenda for Wednesday, June 6, 2001.
