Luke MINUTES OF MEETING Mike Daly DESCHUTES COUNTY BOARD OF COMMISSIONERS WEDNESDAY, JUNE 209 2001 Present were Commissioners Dennis Luke and Mike Daly; Commissioner Tom De Wolf was excused. Also present were Mike Maier, County Administrator; Jenny Scanlon, Commissioners' Office; Judy Sumners, Risk Management; Tom Blust and George Kolb, Road Department; George Read, Community Development; Rick Isham, Legal Counsel; and Jason Carr, Z-21 TV. No other citizens were in attendance. Acting Chair Mike Daly opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of an Indemnity Agreement for the Pacific Crest Triathlon Scheduled for June 30, 2001. LUKE: I move approval. DALY: Second. VOTE: LUKE: Yes. DALY: Chair votes yes. 9. Before the Board was Consideration of Signature of a Personal Services Contract between Deschutes County and Karen Green & Associates for Hearings Officers Services. Minutes of Meeting Page 1 of 5 Pages Deschutes County Board of Commissioners Wednesday, June 20, 2001 Quality Services Performed with Pride George Read explained that a deal was made to extend payment for the work to 30 days. The appeal times do get close to the 150 -day limit and, in fact, 150 days is not enough time to do all the things that we should. Mike Maier asked if there is a penalty if it goes beyond 30 days. Mr. Read replied that they have extended this from 21 to 30 days, and expects them not to exceed 30 days. LUKE: I move approval. DALY: Second. VOTE: LUKE: Yes. DALY: Chair votes yes. 3. Before the Board was Consideration of an Agreement between Deschutes County and the Oregon Association of Counties for Exchange Funding for the Burgess Road (La Pine) Overlay. LUKE: I move approval. Before the Board was a Public Hearing for the Vacation of a Portion of the Alley in Block 6, between Second and Third Streets in the Laidlaw Subdivision (Tumalo). George Kolb said that they have received no comments except for a utility company confirming that they will still have their easement. Acting Chair Mike Daly opened the public hearing. Being no public comment offered, he closed the public hearing. 5. Before the Board was Consideration of Signature of Order No. 2001-042, vacating a Portion of the Alley in Block 6, between Second and Third Streets, in the Laidlaw Subdivision. Before the Board was Consideration of Signature of Resolution No. 2001- 035, Initiating the Vacation of a Portion of the 1926 Nichols Market Road (Tumalo Road). George Kolb said this came about as a result of the realignment of Deschutes Junction. No public hearing is needed because it is a 100% vacation. LUKE: I move approval. DALY: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Signature of Letters Reappointing Dale Duvall and Paul Janssen to the Black Butte County Service District Police Services Board, with a Term Expiration Date of June 30, 2004. Commissioner Dennis Luke asked that a letter to Judge Stephen Tiktin be drafted, indicating the Board of Commissioners' support of the Judge's efforts to get another judge assigned to Deschutes County.
