Luke and Michael M. Daly. Also present were Mike Maier, County Administrator; Tom Blust and George Kolb, Road Department; Sheriff Les Stiles; Ruth Jenkin, Adult Corrections; Tammy Credicott, Property Management; media representative Barney Lerten of bendnet. com; and two citizens. Chair Tom De Wolf opened the meeting at 9:00 a.m. 1. Before the Board was Citizen Input. None was offered. 6. Before the Board was a Discussion and Consideration of Signature of Intergovernmental Cooperative Agreement No. 19,020 between Deschutes County and ODOT regarding the Realignment of Pinehurst Road. Chair Tom DeWolf suggested that a decision be made on this contract today, as it deals partially with the proposed Pinehurst Road closure. A general discussion took place at this time. Commissioner Dennis Luke explained that turn lanes are needed, but ODOT doesn't have the funding to install them. LUKE: I move that the County not participate in the closure of the north side of Pinehurst Road unless turn lanes are put into the project. DALY: Second. Before the Board was Discussion and Consideration of Signature of Order No. 2002-004, Implementing an Emergency Jail Management Plan for Inmates Confined at the Regional Work Center and the Deschutes County Jail. Sheriff Les Stiles explained that the Sheriffs Office has reached a point where early release is going to be necessary this year. Bend, Oregon 97701 (541) 388-6216 Fax: 388-6483 This is a written formal request from the Oregon Department of Transportation (ODOT) to Deschutes County for access closure of the north approach of Pinehurst Road, in conjunction with the upcoming pavement preservation project on US 20. The project comes from the Pavement Preservation portion of the Statewide Transportation Improvement Program (STIP). So the purpose of the project is to preserve.the existing pavement on US 20, and per program requirements upgrade certain highway safety features within the project limits, from the Deschutes River in Tumalo to Plainview Road. The existing pavement is rutting, cracking and showing signs of delamination. The engineering design conclusions call for asphalt pavement grindout and overlay, as well upgraded guardrail, a realignment of the south approach of the Pinehurst Road access to 90 degrees, and closure of the north approach of the Pinehurst Road access (and replaced by a native landscaped berm south of Smokey Butte Road in conformance with County standards). As you are aware, a public meeting was held on December 18 to discuss the project. At this meeting, the purpose and need of the project, the design features, and the construction timelines were explained to the public by ODOT staff. It was clear from the questions and comments received by the public in attendance, mostly residents who live in the Pinehurst Road vicinity, that they were opposed to a closure of the north approach of the Pinehurst Road access. Several commented that the closure would make traffic conditions less safe for them than the existing condition. After close consideration of the public comments by the ODOT Region Traffic Engineer and the ODOT Region Management Team, we have concluded that the current proposal, including the approach closure, is still the appropriate decision. There were also requests from the group that we install left.turn lanes at.several access points including Pinehurst Road. We explained to the group that we evaluated left turn lanes and they are clearly outside the purpose and need of this pavement preservation project., Left turn lanes along this portion of US 20 will have to come from other funding sources outside the Pavement Preservation program. 4 JAN — 7 2nn► h^ January 3, 2002 Deschutes County Commission Page 2 of 2 We recognize Deschutes County has jurisdiction regarding any closures of Pinehurst Road access. Luke Mike Daly The proposed closure of Pinehurst Road north of Highway 20 was discussed at our work session conducted on Monday, January 07, 2002. At that meeting, the Board of Commissioners voted unanimously against the closure of Pinehurst Road until such time that funding is available to construct left turn lanes congruent with the realigned intersection of Pinehurst Road and Highway 20. Therefore, we will not be signing Cooperative Improvement Agreement No. 19,020 as it is currently written.
