BOARD OF COMMISSIONERS AND DEPARTMENT HEADS
MONDAY, APRIL 8, 2002
Present were Commissioners Tom De Wolf and Dennis R. Luke; Commissioner
Michael M. Daly was ill. Also present were Mike Maier, County Administrator;
Rick Isham and Mark Amberg, Legal Counsel; Scott Johnson, Commission on
Children & Families; Dave Malkin, 9-1-1; Jenny Scanlon and Susan Mayea Ross,
Commissioners' Office; Jeanine Faria, Finance; Debbie Legg and Sandy
Humphreys, Personnel; Susie Penhollow, Clerk; Bob Haas, Information Services;
and Renee Warner, Building Services. Also attending were Judge Steve Forte;
Scot Langton, Assessor; Pete Ribble, Project Impact Director; Scot Langton,
Assessor; Tammy Credicott, Property Management; Mike Viegas, Risk
Management; Becky Jackson, Parole & Probation; George Read, Community
Development; Timm Schimke, Solid Waste; Dan Despotopulos, Fairgrounds &
Expo Center; Mike Dugan, District Attorney; and Larry Blanton, Sheriffs Office.
Chair Tom De Wolf opened the meeting at 12:05 p.m.
The meeting began with Susie Penhollow detailing her recent visit to Europe to
observe Ukraine elections.
1. Introduction of the New Deschutes County Wellness Coordinator, and an
Update of the Wellness Program.
Mike Maier introduced Sandy Humphreys. She provided the names of the
members of EBAC (Employee Benefits Advisory Committee), and also asked
that the wellness survey recently distributed to employees be returned as soon
as possible. In addition, she explained her plan of visiting departments in the
near future and forming a wellness committee.

Quality Services Performed with Pride
A wellness kick-off event is being planned for employees and their families,
which will be held at the Fairgrounds on July 20. The day will include a picnic,
games, and other family activities. Input and ideas are welcomed and
encouraged. Further information will be sent to employees in the near future.
2. Expansion of Employee Training and Education Programs.
Jenny Scanlon said that a committee has been formed to decide the best way to
expand employee training and education, and input is requested in this regard.
A memo will soon be circulated with more details.
3. Employee Recognition Ideas and Guidelines.
Jenny Scanlon explained that there are a number of ways to express recognition
to employees; this can come from a person's peers, the County, the department,
or from within a work group. She passed out information on the program, and
said she is looking for ideas on how an appropriate employee recognition
program might be implemented.
4. Procedures for Media Releases.
Jenny Scanlon said that departments have improved in this regard, but she still
is caught off -guard by the occasional media release that she does not know
about. She encouraged departments to keep her informed as much as possible.
She also said that the County has booked a time slot on the "Good Neighbor"
segment with Z-21 KTVZ from March through June, as they are interested in
short interviews of any topic of general interest to their viewers. She further
explained that County programs will also be featured on the "Good Morning
Central Oregon" show.
5. Budget Insert Ideas.
Jenny Scanlon said that information from the departments on specific programs,
plans and goals needs to be provided to her in May for inclusion in the budget
document that is sent to Deschutes County citizens. The idea is to highlight
programs and specific goals, rather than give the same information that is
contained in the budget insert each year.
She also asked the audience to watch for the citizen update, which is to be
contained within The Bulletin today.

6. Update of Website and Intranet Features.
Jenny Scanlon said that a Front Page class has been offered to those who do
website updates, and they are strongly encouraged to take it.
Bob Haas explained that staff is being added to assist with website projects and
to expand e -government applications.
7. Budget Discussion.
Mike Maier asked that all departments give a lot of consideration regarding new
positions and filling vacated positions, since funding is precarious due to the
state's budget shortfalls. Already funding has been lost for the work center, and
Crook and Jefferson Counties have withdrawn from their participation in the
work center. Room tax revenue is also significantly down this year.
8. Other Items.
Dave Malkin said that 9-1-1 will have an operating levy on the ballot this year;
an integrated system is planned under which local city police and fire
departments, 9-1-1 and the Sheriff s Office will be able to share information.
George Read explained that his department has been negotiating doing
inspections for other entities. He also said that e-commerce opens up a variety
of possibilities, such as the food handler's test; although the use of credit cards
is still an issue.
Mike Dugan gave a brief overview of the Victim's Assistance Program, and the
new system that allows victims and other appropriate people keep tabs on
offenders. He also said that April is Child Abuse Prevention Month, and it is
being recognized in a number of ways throughout the community.
Timm Schimke said the Fire Free program is in its second year countywide.
Last year his department received 11,000 cubic yards of material during the Fire
Free weekends; this is one-third of the average annual amount received. In
June they will conduct a special household hazardous waste program, and in the
fall they will sponsor special programs to take in computers, tires and major
appliances.
Dan Despotopulos gave a brief overview of upcoming events and entertainment
scheduled at the Fairgrounds.

Renee Warner asked everyone to watch for e-mails and memos regarding
changes in interoffice mail processing and the handling of the mail in general.
Scott Johnson said that state cuts could potentially affect twenty-two local non-
profit groups. Their funding is at $3 million now, and could be reduced by $1.2
million; this is the worst scenario in nine years. The Commission on Children
& Families is seeking other possible sources of funding.
Rick Isham explained that he and Commissioner DeWolf recently met with
administrators of the OYA and the Department of Administrative Services
regarding the CYIP program. It appears these groups are caught between the
legislature and the Governor, and it is unknown at this time how the situation
will be resolved.
Mike Maier said that they are in the process of recruiting for a new Director of
Juvenile Justice. Fifty applications were received from around the country, and
these were preliminarily screened by the employment consultant. The choices
will be narrowed further, and panels of citizens and professionals will conduct
interviews in late April and early May, with a final decision planned by
approximately June 1.
Mike Maier further said that there are now four remaining candidates for the
Internal Auditor position, and the interview panel is narrowing in on two of them.
Judge Steve Forte said that the establishment of Justice Courts has received
very positive response from citizens, and may be expanded to address truancy
issues if the details can be worked out.
Debbie Legg reminded the attendees that employees who are eligible to sell
hours under the time management plan need to submit the proper paperwork no
later than April 19.
Being no further input offered, the meeting adjourned at 1:10 p.m.
