2002-842-Resolution No. 2002-041 Recorded 5/9/2002DESC COUNTY OFFICIAL MARY" SUESPENHOLLOW, COUNTYCLERKVAI 20 0 20847 COMMISSIONERS' JOURNAL 05/09/2002 03;01;25 PM For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Exempting a Contract for Video Conferencing and Remote Arraignment Technology From Competitive Bidding and Providing an Alternative Selection Method. * RESOLUTION NO. 2002-041 * WHEREAS, the Board of County Commissioners of Deschutes County, Oregon ("Board") is the local contract review board for Deschutes County contracts; and WHEREAS, video conferencing and remote arraignment technology is necessary to provide court and justice services in Deschutes County; and WHEREAS, technology presently available from a number of vendors provide varying solutions for video conferencing and remote arraignment needs; and WHEREAS, although the systems are to some extent comparable, each vendor's solution differs from the solutions offered by its competitors; and WHEREAS, operational efficiency and quality of solution are more important than achieving the lowest prices for the solution; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. The Board hereby makes the findings set forth in the recitals set forth in this resolution and hereby restates each recital as if it were fully set forth in this section. Section 2. The Board Ends that competitive procurement based on price is not the most advantageous or practical method of source selection of video conferencing and remote arraignment technology and that meaningful competition can be achieved by price and performance evaluations of competing suppliers in accordance with ORS 279.005 through a request for proposals selection process. Section 3. Because of the nature of video conferencing and remote arraignment technology, the Board finds that it is in the public interest to procure this contract through the issuance of a request for proposals. If a contract results from the request for proposals, it shall be awarded to the best proposal that meets the needs of the County. Section 4.
