Luke MINUTES OF ADMINISTRATIVE LIAISON Mike Daly DESCHUTES COUNTY BOARD OF COMMISSIONERS MONDAY, JUNE 179 2002 Commissioners' Hearing Room - Administration Building 1130 NW Harriman St., Bend Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly. Also present were Mike Maier, County Administrator; Susan Mayea Ross and Dave Givans, Commissioners' Office; Becky Jackson, Parole & Probation; Tom Anderson, Roger Everett and Catherine Morrow, Community Development; Marty Wynne, Finance; and Les Stiles, Sheriff. Mike Maier opened the meeting at 1:30 p.m. 1. Before the group was a discussion of the FY 2002-03 Fee Schedule. Becky Jackson indicated that some transfers were made from the Sheriffs funds to Parole and Probation, due to Parole and Probation becoming a separate department. Most fees had already been established, but a couple, such the day reporting fee and cognitive classes, have been added. She also gave a brief overview of the electronic monitoring process. Tom Anderson said that Community Development fees for Building and Environmental services are up 9% on average. Planning is up 10.5%, and the other fees are up 7%. The Central Oregon Builders' Association and the Central Oregon Association of Realtors have reviewed the costs, and are generally supportive. He said this increase should make all divisions whole, except Planning. Minutes of Administrative Liaison Page 1 of 3 Pages Quality Services Performed with Pride Monday, June 17, 2002 Catherine Morrow explained that fees are being set for the County's historic and cultural residential districts and buildings. This is a joint venture between the cities and the County. The program will be monitored during the year to see how well it is accepted by the public. All cities have been contacted and are being encouraged to adopt the fee schedule. Les Stiles said that many of his department's fees are set by state statute. He stated that other jails charge more to the inmates and for booking. At this time, medical treatment and jail fees are being analyzed and developed. 2. Before the group was a discussion of the County's debt service capabilities. At Mike Maier's request, Marty Wynne had compiled an analysis of the County's debt service capabilities. This would take into account the County's facilities needs for approximately the next twenty years, including the proposed state/county government center and other facilities needed for future expansion. Discussed were projected costs, debt service, revenue sources and other details. The purpose of the analysis was to show the Commissioners what the County could reasonably afford for future land and building acquisitions, expansion and development. With proper investing and careful cost control, it was deemed possible and feasible to complete the necessary acquisition and development, subject to the state of the economy and similar factors. 3. Before the group was a discussion of the Surveyor's position. Mike Maier indicated that Rick Isham will look into the process necessary to make the Surveyor's position a non -elected position that would report to the Road Department. This proposed change would take place after Jeff Kern has completed his term in office. Being no further items brought before the group for discussion, the meeting adjourned at 3:1Op. m.
