MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 5, 2002
Commissioners' Hearing Room - Administration Building

Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; Laurie Craghead, Legal
Counsel; Sue Brewster, Sheriff's Office; Christy Morgan, Community Development
Department; Dan Peddycord and Rachel Woods, Health Department Media
Representatives Barney Lerten of bend. com and Mike Cronin of the Bulletin; and
no other citizens.
Chair Tom De Wolf opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Discussion and Consideration of Signature of an
Intergovernmental Agreement between Deschutes County and Sunriver
Service District to Provide Radio and Mobile Data Communications
Systems to the Sunriver Police Department.
Sue Brewster gave a brief overview. Mike Maier said that this couldn't be paid
by Sunriver Service District until they have received tax revenue. He noted that
the last agreement was signed in January, and asked if would they get a credit for
the six months that was prepaid. Sue Brewster said she would look into this.
This item will be addressed on Wednesday, August 7.

3. Before the Board was Discussion and Consideration of Signature of Letters
Appointing Individuals to the Deschutes County Public Health Community
Advisory Board (Stanley Owen, Harold M. Kemple, Jr., Ronald P. Dowd,
James A. Diegel, Michael T. Carlon, Martin Winch, T. Allen Merritt, Valle
Nazar -Stewart).
Rachel Woods explained that Board approval is desired for these very qualified
persons. These people were actively recruited, and some of the applications
came in as the result of an article in the Bulletin. The first official meeting will
be in September.
This item was placed on the Consent Agenda for Wednesday, August 7.
4. Before the Board was Discussion of the Second Readings and Adoption of
Ordinances No. 2002-018 and 2002-019, Rezoning Deschutes Junction, the
Deschutes River Woods Store, and Spring River from Rural Service
Centers to Rural Commercial (through Periodic Review).
This item is scheduled for the Wednesday, August 7 Board meeting.
5. Before the Board was Discussion and Consideration of Signature of Order
No. 2002-107, Accepting a Petition and Setting a Date for a Public Hearing
for Petition Filed for the Banta Annexation into Deschutes County Rural
Fire Protection District No. 2.
Laurie Craghead explained that this item and the addition to the agenda are in
regard to annexations into the District. One is a single landowner, and the other
is from a group of landowners.
This item was placed on the Consent Agenda for Wednesday, August 7.
6. Before the Board was Discussion and Consideration of Signature of Order
No. 2002-109, Appointing Michael Maier, Deschutes County
Administrator, as the County Liaison to, and Ex -Officio Member of, the
Sunriver Service District Managing Board.
This item will be convened under the Sunriver Service District on Wednesday,
August 7.

7. Before the Board was Discussion and Consideration of Signature of Order
No. 2002-111, Accepting a Petition and Setting a Date for a Pubic Hearing
on a Petition Filed for the Kusler Annexation into Deschutes County Rural
Fire Protection District No. 2.
This item was placed on the Consent Agenda for Wednesday, August 7.
Being no further items brought before the Board, Chair Tom DeWolf adjourned the
meeting at 10:40 a.m.
