Deschutes County Board of Commissioners 1130 NW Harriman St., Bend, OR 97701-1947 (541) 388-6570 - Fax (541) 388-4752 - www.deschutes.or MINUTES OF ADMINISTRATIVE LIAISON DESCHUTES COUNTY BOARD OF COMMISSIONERS MONDAY, AUGUST 5, 2002 Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly. Also present was County Administrator Mike Maier; Susan Ross, Commissioners' Office; and Rick Isham, Legal Counsel. The meeting began at 1: 30 p.m. A Discussion of Exhaust Pipes at the Human Services Building. Mike Maier explained that there have been complaints regarding the appearance of the exhaust pipes at the Human Services Building. Rick Isham recommended that the County hire Robert Hyde to coordinate a fix, as it needs to be addressed. This was not submitted for review, and may be against the CC&R's of the area. Commissioner Luke explained that the previous configuration caused an air inversion, resulting in complaints from the employees using the building. Commissioner Daly asked why the architect and builder are not being held responsible. Mr. Isham said that there is only a one-year period of time to bring action against the architect or engineer. Commissioner DeWolf emphasized the only way to address this situation is to have Hyde do a proposal. Minutes of Administrative Liaison Page 1 of 3 Pages Monday, August 5, 2002 2. Discussion of a Proposed Policy regarding the Formation of the Audit Committee. A brief discussion took place regarding the makeup of the Audit Committee, as to whether to advertise or to ask individuals with the proper expertise to join the committee. The proposed adoption of the policy will be on the agenda for the Board's regular meeting on August 7. 3. Discussion regarding Federal Lobbying. Commissioner DeWolf explained that at the National Association of Counties' conference, he spoke with various individuals about federal lobbying for grant funds, and gathered lots of information on this topic. He was advised that for the most part, counties or consortiums of counties receiving federal grant dollars spend about $1 for every $10 brought in as a result. He emphasized that funding from the State is becoming increasingly difficult to obtain. He proposed that the County have Ball Janik, Attorneys, speak with the Board about lobbying, since Ball Janik has a large presence in Washington, D.C. and is very involved in the lobbying process. He said he would contact Nancy Craven of the local Ball Janik office to discuss this issue with her. 4. Discussion regarding the sharing of equipment between County departments. A brief discussion took place regarding the sharing of equipment between departments so as to avoid having departments purchase their own equipment for occasional use. Bonnie Baker will obtain a list of equipment from the Finance Department and develop a sign -out sheet for use when equipment is to be borrowed. 5. Discussion regarding an appointment to the COCIB. Susan Ross said that Clyde Stryker has asked to become an alternate member to the Central Oregon Community Investment Board. He has the support of various individuals and groups, and appears to be very qualified. Commissioner DeWolf concurred, and asked that this be placed on the agenda for the regular Board meeting of August 7.
