MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 26, 2002
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom DeWolf was unable to attend. Also present were County Administrator Mike
Maier; Rick Isham and Sue Brewster, Legal Counsel; Susan Ross, Commissioners'
Office; and Jenny Scanlon, Juvenile Community Justice. Also present was Liz
Dickson, Attorney with Hurley Lynch & Re, representing the Humane Society of
Central Oregon.
The meeting began at 1: 30 p.m.
1. Discussion of County -owned Property and the Humane Society of Central
Oregon.
Rick Isham explained that under the lease combination agreement, statute allows
property to be transferred to non-profit social services agencies, with or without
consideration, if the transfer is related to certain human services related
purposes. A brief discussion then took place regarding whether the services
provided by humane societies fit into this category.
Mr. Isham said that HSCO plans to make major improvements to the property,
and will be obtaining a loan to do so. In this regard, the proposal from HSCO is
if the County reenters the property to terminate the deed at some future date,
HSCO will be reimbursed based upon a dollar amount or a formula, for the
improvements HSCO has made to the property. The idea is to make this amount
as certain as possible so that there is no confusion if that should occur.
Liz Dickson added that HSCO needs some way to insure their donators that the
improvements will have some kind of protection built in.

After further discussion, Commissioners Luke and Daly agreed in general with
the plan, but want to make sure that Legal Counsel and HSCO work out the
details.
2. Discussion regarding Code Violations.
Sue Brewster explained that in County Code regarding code violations, at this
time bail amounts are higher than the fine; she suggested this be changed to
$300. The Commissioners agreed that the appropriate changes should be made.
3. Discussion regarding Communications Coordinator Candidates.
At this time the Board and others evaluated the candidates who submitted
videotaped interviews, and narrowed the choices to six individuals. These
people will be contacted and in-person interviews conducted by the Board as
soon as possible.
Being no further items brought before the group, the meeting adjourned at
2: 20 p. m.
