MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, SEPTEMBER 9, 2002
Commissioners' Hearing Room - Administration Building

Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; Tom Blust and George
Kolb, Road Department; David Givans, Commissioners' Office; George Read and
Catherine Morrow, Community Development; Mark Amberg, Legal Counsel;
media representative Barney Lerten of bend.com; and no other citizens.
Chair Tom DeWolf opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was a Discussion of a Public Hearing and Consideration
of Signature of Order No. 2002-100, regarding the Vacation of a Portion of
18th Street, 19th Street, and Central Avenue, Terrebonne.
This hearing is scheduled for Wednesday, September 11, in the Board hearing
room.
3. Before the Board was Discussion and Consideration of Signature of Eight
Options to Purchase Transferable Development Credits as a part of the La
Pine Neighborhood Planning Area Project.

Catherine Morrow presented the options to the Board. These eight are the first
result of the postcards that were sent out, and others are coming in. The TDC
account includes funding to cover the costs. The next step is title reports and
dealing with County -owned TDC's. A determination has to be made as to
which are in the deer habitat area; these would be done first as an incentive to
reduce potential development.
Commissioner Luke asked if anyone had checked with Legal Counsel to
determine if the County can actually reduce the value of these properties.
George Read replied that he has spoken with Legal Counsel in this regard, and
it appears it is possible, but they have to follow a model used for handling other
County property.

4. Before the Board was Discussion and Consideration of Chair Signature of
a Proposed Work Plan and Budget between the USDA Wildlife Services
and Deschutes County for Wildlife Specialist Services.

5. Before the Board was Discussion and Consideration of Signature of
Resolution No. 2002-090, Transferring Appropriations within Various
Accounts of the Deschutes County Fiscal Year 2002-03 Budget for the
Road Department, and Directing Entries.
This item was placed on the Consent Agenda for Wednesday, September 11.
6. Before the Board was Discussion and Consideration of Signature of Order
No. 2002-116, Transferring Cash among Various Funds of the Deschutes
County Fiscal Year 2002-03 Budget, and Directing Entries.

7. Before the Board was Discussion and Consideration of Ratification of
Chair Signature of an Oregon Liquor Control Application for the "Inn
Cafe" at Eagle Crest.
This item was placed on the Consent Agenda for Wednesday, September 11.
8. Before the Board were Additions to the Agenda.
Before the Board was Discussion and Consideration of a Reimbursement
District for the Humane Society of Redmond.
Commissioner Luke explained that the City of Redmond requires water through
and to the Humane Society of Redmond's property; and he suggests that the
County pick up the $50,000, which will keep the County's property free of a
lien in the future.
Mark Amberg said the total cost is about $104,000. The City requires the
installation of piping larger than needed by the Humane Society for future
development in the area. Under the City's ordinance, Deschutes County would
have to reimburse about $50,000. Commissioner DeWolf has suggested that
the County pay this now instead of waiting for the development to occur. It
will need to be done in any case.
Mike Maier indicated that this might be a part of the project development fund
ordinance. If it is, it could be paid from that.
Commissioner Daly asked if the Humane Society has already paid this. Mark
Amberg said they have; this would be a reimbursement to them. If it is paid
now, it will help them with the completion of their new building. The City of
Redmond does not require approval from the County.
Mike Maier said he will determine if it is in the project development fund; and
if it isn't, it can probably be added.
