MINUTES OF MEETING
COUNTY AND BILL SMITH REGARDING GOVERNMENT BUILDING
WEDNESDAY, OCTOBER 9, 2002
Present were Commissioners Tom De Wolf, Dennis R. Luke, and Michael M. Daly.
Also present were Rick Isham, Legal Counsel; Mike Maier, County Administrator;
Susan Ross, Commissioners' Office; and Bill Smith and Mary Campbell of Bill
Smith Company.
The meeting began at 12:00 noon.
Mike Maier explained that there have been a few modifications to the State's lease
agreements, resulting in a few changes, but that the documents should be signed
soon.
Bill Smith said a hearing is planned in November regarding the ODOT trade.
Other properties are in escrow and are being closed, and yet others now have sales
agreements in place. Interest in the properties will be assigned to the County at no
cost, which saves one step.
Mike Maier stated that Realtor Steve Scott is working on some issues, including
placing one of the manufactured homes on a County -owned parcel for the one
property owner who needs a place to move.
Bill Smith explained that the architect is doing a site plan for the entire area. He
added that the federal building is coming back up, as the U.S. Forest Service would
like to move and wants to examine downtown options. The district office is
different, due to the number of vehicles; but the supervisory offices would be a
good fit.

Bill Smith said that the City is allowing a large reduction in SDC's, per Deborah
McMahon, as well as $100,000 in tenant improvement costs.
Commissioner DeWolf asked what would happen if the State walked away from
this, since the County is paying everything up front. Mike Maier said they could,
but it would be very much not politically correct. Rick Isham added that in a way,
the lease is stronger in this way, as it isn't appropriated.
Commissioner Luke indicated his approval with this situation.
Bill Smith said that by putting all the County's land in the central business district,
there's more flexibility regarding restrictions and transit options. He is trying to
change the comprehensive plan to create a public facilities zone by September of
next year. He added that if a three-story structure is built, there might not have to
be a sloped roof.
Being no further discussion offered, the meeting adjourned at 1: 05 p.m.
