MINUTES OF MEETING
COUNTY, STATE AND DEVELOPERS OF NEW GOVERNMENT BUILDING
THURSDAY, OCTOBER 10, 2002
Present were Susan Ross, Mike Maier and Commissioner Tom DeWolf, Deschutes
County; Don Davenport, Vicki Fields, Karen Colburn, and Michael Ryan, State of
Oregon; Terry Angle, Bussard Engineering; and Bernadette Rubio, David Welsh
and Tara Lund, CIDA. Also present were Ken Hobson, Bend Development Board;
Heidi Kennedy, the City of Bend; and Mary Campbell, William Smith Properties.
The meeting began at 10:10 a.m., immediately following an advertised and noticed
public forum intended to gather public input.
The first item addressed were changes to the entrances as required by the County.
Additional access has been included in order to provide good parking for the public
and others during the busy seasons.
The long-term master plan includes removing the Kidnastics building and the
warehouse building. Phase IV, in the long-term future, includes a parking structure
and a possible future office building. There could also be a future justice center at
Bond/Wall/Harriman. This would help to consolidate government services within a
single area, convenient to downtown.
Landscaping is being placed to accent pedestrian traffic, while still considering
snowplow activity.
Ken Hobson said pedestrian issues are a big concern. The Bend Development Board
is meeting on Tuesday, October 15, to discuss going out for an RFQ for the concept of
tying Greenwood to Wall Street, with pedestrian and bicycle access, taking aesthetics
into account. The chosen consultant would start work no later than January. Mary
Campbell added that good access to downtown needs to be considered.

It was pointed out that a discussion has previously taken place regarding the
possibility of blocking off Lafayette Avenue, but traffic off the Parkway has not
been as high as anticipated. Commissioner DeWolf added that it might be possible
to vacate Harriman Street, since it is surrounded by government buildings, and focus
on pedestrian safety.
It was agreed that every decision needs to consider long-term impacts and
opportunities. Ken Hobson said that a future parking structure would be larger than
needed for government purposes, but that the Bend Development Board may help
with an additional level in order to help the downtown parking situation.
Mary Campbell stated that the site plan should be at the City by the end of the
month. A Kittleson traffic study is underway, and no adverse impacts have been
noted thus far. They are working with City traffic engineers and transportation
planners, and with ODOT regarding the Lafayette Street access. By mid -month a
report is due regarding interior sites, as well as an environmental report. No adverse
issues have been raised thus far.
Terry Angle said that all is coming together with the utilities - water and sewer; and
he is getting a cost on placing phone lines underground. A geotechnical report is in
progress.
Mary Campbell stated that two leases are being done simultaneously by the State,
and approval is expected at any time.
Representatives of the State emphasized that their staff s morale is very good and
they are looking forward to this move. Mike Maier said that the plan is to put
family-oriented agencies in the Deschutes Services Building, such as the
Commission on Children & Families. The State is very supportive of the daycare
center as well.
Mary Campbell said that building permits are expected in November or December.
There are a few acquisitions to be completed, as well as demolition and the exchange
with ODOT. She also said that the cost of demolition of the warehouse building and
Kidnastics building are included in the bid.
Mike Maier stated that the County is looking at options regarding placement of the
building to house building services, archives, and the information technologies
group so that land adjacent to the new building will remain available for future
expansion.

The architect explained that they are planning the facility so as to not break up
pedestrian flow, and are also working on accent items. At this time the group
discussed having a covered entrance for drop-off purposes. Commissioner DeWolf
emphasized that there needs to be a sheltered place, perhaps something similar to
what exists at Bend Memorial Clinic, where citizens can be dropped off, out of the
weather. He is more concerned about the public than employees in this regard.
Mike Maier said that the developer needs to coordinate landscaping with the
building services department, and plan for low -maintenance landscaping wherever
possible.
It was decided there would be no meeting conducted the week of October 14, but
that each group should continue to meet with the space planner. Mike Maier is to be
kept updated on the space -planning situation and provided with copies of all
documents filed with the City. The next meeting will probably take place in early
November.
Being no further discussion, the meeting adjourned at 11:15 a.m.
